Job Description

Under general supervision of the Director, Patient Accounts, assists in planning, organizing and supervising the functions and day-to-day activities of Financial Eligibility determination as relating to financial investigation and/or Billing and Collection sections as related to patients' payment status, accounts receivable control, billings and collections. Participates in implementation of policies, systems and procedures relating to staffing, supervision of personnel, coordination, control, audit and review of required activities to maximize collection of in-patient and out-patient billings, in accordance with policies and procedures established by the Corporation. Serves as principal assistant to Director, Patient Accounts. Assumes full responsibility and authority in his/her absence.

Examples of Typical Tasks:

  • Supervises and coordinates the activities of sections relating to establishment and maintenance of contracts with patients or parties responsible for in-patient and out-patient bills as well as the investigation and dissemination of eligibility standards as they relate to City, State and Federal programs (Medicare/Medicaid).
  • Supervises and coordinates the activities of the billing and collection process under policies, guidelines and systems established by the Corporation including preparation of third-party forms for billing, follow-up of collection cycle procedures, and maintenance of documentation flow for reimbursement.
  • Participates in the establishment and maintenance of section liaison activities with Admissions, Emergency and Clinic Department, Nursing Stations, Medical Record Units, and other service departments concerning preparation, delivery, and control of patients' charges and credits.
  • Participates in review and evaluation process of adjustments, credits and payments to a patients' accounts
  • Participates in periodic review of process of aging of accounts to determine status of open accounts, by source of payment, and date of discharge and/or treatment and in referral of delinquent accounts for write-off and accumulation of data regarding third-party bad debt accounts.
  • Supervises and coordinates the section activities for collection and control of cash receipts of patients' pre-payments.
  • Participates in maintaining liaison with systems personnel for purposes of updating systems and procedures relating to changes in rates, medical data required, procedural changes and reviews work activity for billing.
  • Participates in the development, recommendation and implementation of new procedures in various areas to improve effectiveness of office routines and investigation procedures.
  • Participates in the review and interpretation of policy and procedural changes with supervisory staff and recommends expansion and modification of existing programs and practices to meet operational requirements and financial objectives of sections under his/her supervision.
  • Participates in the direction and review of scheduling work and office routines including distribution of work and daily assignments.
  • Recommends staffing pattern for section, changes in the organizational structure and complement of the section.
  • Participates in the selection and appointment of personnel, personnel changes and placement activities.
  • Participates in recommendation, preparation, administration and evaluation of training programs for the sections under his/her supervision.
  • Participates in the evaluation of personnel performance, assists in the development of work performance standards, productivity goals and evaluation programs, to insure adherence to operational commitments.


Minimum Qualifications

A Baccalaureate degree from an accredited college or university with a major in accounting, finance, business administration, or related field; and ,

Four (4) years of experience in accounting, finance or business administration of which two (2) years must have been in a responsible and managerial capacity in areas normally related to a hospital, medical center or health care facility; and ,

Two (2) years of experience as indicated in Item #2 in areas related to the management of patients accounts or credits; or

A satisfactory equivalent combination of experience, education and training.
