PRINCIPAL OPERATIONS ANALYST

Description

Applying both technical and conceptual skills, works closely with staff across the New Arrivals Division to generate performance-focused data analytics that surface actionable insights with the goal of driving better outcomes for Chicagoans.

Essential Duties:

Designs and implements data analysis and reporting that informs decision-making and performance improvement

  • Supports development of problem statement and analysis questions that will lead to actionable insights that can improve service delivery
  • Identifies appropriate data sources, current data gaps and collection methods, and meaningful metrics and develops work plans for achieving objectives
  • Organizes, formats, and analyzes large data sets (using Excel and, when necessary, a statistical package such as R, SAS, Python, etc.)
  • Develops and shares dashboards and reports (using data visualization software such Tableau, PowerBI, etc.) to inform divisional and department-wide decision-making - including day-to-day management as well as long-term outcome goals
  • Effectively communicates insights and facilitates productive, performance-oriented conversations with New Arrival staff across program, administrative, and leadership teams
  • Tracking and measuring the progress toward target outcomes of DFSS New Arrivals contracts, including the New Arrivals Meals Program and the New Arrivals Shelter Operations Program.
  • Management of internal data tracking systems to ensure data quality and reportability to internal and external stakeholders, including funders.
  • Communication with internal executive leadership to ensure data is readily available for decision making


Builds staff data literacy skills and capacity

  • Identifies high-need gaps in data interpretation skills
  • Develops, coordinates, and facilitates trainings and coaching for New Arrival staff across all levels of the division
  • Develops and/or refines relevant tools and templates


Supports department-wide data system improvement efforts

  • Provides input on department-wide data systems and processes, including collection, storage, sharing, and use.
  • Understands the principles of logic model development and program evaluation
  • Identifies opportunities for impact evaluation and supports coordination of research partnerships with external agencies


Understands and models an outcome-based, continuous improvement approach

Hours: 9:00 am to 5:00 pm

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Master's degree plus two years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting OR a Bachelor's degree plus three years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting or an equivalent combination of education, training and experience provided the minimum degree requirement is met.

Selection Criteria

This position requires applicants to complete an interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

  • Experience analyzing large datasets using a statistical package (R, SAS, Python, etc.)
  • Previous experience working with people experiencing homelessness, migrants or refugees, or immigrant communities
  • Previous experience working with data systems such as the Homeless Management Information System
  • Experience visualizing data (preferably PowerBI, but also other data visualization software such Tableau, etc.)
  • Proficiency using Smartsheet, and Microsoft Excel and Microsoft PowerPoint for data visualization
  • Experience distilling and communicating findings for various audiences to guide decision making
  • Experience training, coaching, and guiding others in basics of data manipulation, interpretation, and use
  • Master's degree in Public Administration, Data Analytics, Statistics, or related field.
