Job Duties:

The Department for the Blind, Vision Impaired (DBVI) organizational objective is to enable blind, vision impaired and deafblind individuals achieve their maximum level of employment, education, and independence.

We are seeking a Senior Policy Analyst to provide policy, legislative and regulatory leadership and serve as coordinator for FOIA, ADA, and Fair Hearing processes for the Department for the Blind and Vision Impaired and the Virginia Rehabilitation Center for the Blind and Vision Impaired.

Minimum Qualifications:

The ideal candidate will have:

Experience conducting policy analysis, regulatory promulgation, or related work and conducting legislative research, drafting legislative proposals and legislative tracking. Experience managing projects with on-time and on-budget deliverables and distilling complex information and data into clear, concise, and comprehensible reports and presentations to diverse audiences.

Knowledge of policy, regulatory, and legislative development, and analysis in state and federal governments and of the ADA, FOIA, HIPAA, PII and Virginia's Administrative Code.

Considerable project management experience. General knowledge of state and federal disability-related legislation and regulations. preferred.

Skills/Abilities:

Demonstrated ability to lead a project team of professionals. Demonstrated skill in written and verbal communications across multiple platforms, including public speaking with ability to provide timely and accurate updates.Proficient in technology application, including Microsoft Teams, Excel, and Power BI.

Ability to manage multiple projects at the same time and to coordinate agency response to notices of rulemaking. Ability to understand the agency's business requirements to develop strategies, plans, information, and report and to adapt to evolving policy and legislative landscapes and adjust strategies accordingly.Capacity and skill to conduct research in order to evaluate data and synthesis knowledge and strong interpersonal, negotiating, and conflict-resolution abilities.
