About the Location

Hybrid Position:

This position may be considered Hybrid based on PetSmart's FlexSmart policy and business needs. A Hybrid work arrangement is considered to be a blend of onsite and remote work activity. Associates with a Hybrid work arrangement have a work space at Phoenix Home Office and can be required to come onsite between 1-5 days a week as determined by leadership and based on business needs.

About the Job

SUMMARY

The Senior International Compliance Manager oversees the daily operations and strategic development of the international compliance function. This role ensures the company's adherence to all import/export regulations set forth by Customs and Partner Government Agencies across various regions, such as the US, Canada, Puerto Rico, and other pertinent countries, aligning with the company's growth initiatives. Additionally, the role involves procuring and managing relationships with Managed Service Providers, Customs Brokers, establishing effective partnerships with Government officials, and fostering collaboration across internal departments including Transportation, Distribution, Replenishment, Vendor Management, Finance, Legal, Merchandising, and Global Sourcing.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Regulatory Compliance - Ensure full compliance with all US & Canadian Customs and PGA import/export regulations, including vendor shipping documentation, HTS codes, country of origin, valuation, recordkeeping, permits, and duty preference programs. Identify risks and implement processes to minimize compliance risk to the company. Monitor regulatory changes and implement necessary company processes to meet evolving requirements.




  • New Capability Development - Lead the assessment, development, and implementation of new capabilities, with a focus on initiatives such as First Sale for Export and Free Trade Zones (FTZs). Collaborate with internal stakeholders to understand business requirements and regulatory constraints, and work with external partners to establish processes and procedures that ensure compliance while maximizing operational efficiency




  • Team Leadership - Act as a team leader overseeing US & Canadian Customs and PGA compliance activities, providing expertise on complex import/export compliance matters, and engaging with Customs and PGA officers on critical issues.




  • Risk Assessment and Feasibility - Evaluate the risk and feasibility of import/export compliance for new product lines, sourcing locations, and export markets. Provide recommendations to the Global Sourcing Office based on thorough assessments and analysis. Collaborate with the company's Legal counsel on significant compliance matters and develop Legal correspondence with Customs.




  • Managed Services Partnership - Collaborate with a managed services provider to establish lines of service including duty drawback, post-entry review, broker management, and solicitation for Free Trade Agreements (FTAs). Coordinate closely with the provider to ensure alignment with company objectives and regulatory requirements, optimizing the utilization of these services to enhance compliance and operational effectiveness.




  • Communication and Relationship Building - Foster communication and build relationships across the company's departments, vendors, and service providers. Maintain positive rapport with US & Canadian Customs and PGA officials and develop a comprehensive Compliance training program for various company departments.


EDUCATION and/or EXPERIENCE

Bachelor's degree required from a four-year college or university in Business Administration, International Relations, or related field, and four to six years of experience in international trade compliance or related field. Customs Brokerage License strongly preferred.

SCOPE OF RESPONSIBILITY

The job focus is 60% International Compliance Operations and 40% strategic development projects. The role requires advanced knowledge of international trade regulations and practices. Performs work that is frequently complex and requires moderate responsibility. Has some latitude for unreviewed action or decision.

MAJOR CHALLENGES

This position requires a self-driven individual with strong multi-tasking capability and advanced analytical skills. Innovative thinking is critical to identify long-term success. Managing and prioritizing multiple projects simultaneously is crucial, along with the ability to articulate problems and solutions to all levels of the organization.

TECHNICAL SKILLS

  • Advanced knowledge of international trade regulations and practices.
  • Strong analytical skills with proficiency in Excel.
  • Familiarity with Access, SQL, or similar query type software.
  • Excellent communication and interpersonal skills.
