Summary

You will serve as a Supervisory Human Resources Specialist for the Small Business Administration (SBA), People Operations Disaster Division - PODD in Herndon, Virginia. The employee performs complex and sensitive Human Resources (HR) assignments and provides expert HR advice to multiple Center Human Resource Officers (CHROs) and other key managers and supervisors.

Duties

As a Supervisory Human Resources Specialist at the GS-0201-14, some of your typical work assignments may include:
  • Serves as first level supervisor to human resources (HR) staff performing staffing, recruitment and placement, position classification and position management work.
  • Makes or approves selections of staff, recommendations for promotion and awards and decisions on adverse actions and disciplinary actions.
  • Develops functional and operational guidelines for the staff based on a variety of staffing/recruitment, position classification and position management policies and regulations.
  • Serves as principal team member in the planning, organizing, and directing team efforts in conducting major evaluations/internal audits of staffing/recruitment and placement and position classification program operations and other comparable studies.
  • Provides advice and information to management and ensure that program decisions follow federal human resources systems.
  • Administers highly complex and dynamic human resources programs in staffing/recruitment and placement, position classification and position management.

Qualifications

Experience:

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector:
  • Leading or supervising a Human Resources (HR) staff to accomplish program goals and objectives; AND,
  • Experience interpreting and communicating to staff, peers, and senior officials various Title 5 CFR HR regulations, policies, and practices for staffing, recruitment, and compensation OR communicating a full range of Office of Personnel Management classification and position management policies, strategies, and practices; AND,
  • Coaching and mentoring HR staff on delegated examining procedures including category rating, veteran's preference adjudication, and auditing certificates; AND
  • Coaching and mentoring staff to prepare job analyses, job opportunity announcements, and determine qualifications and eligibility for non-competitive appointing authorities OR explaining and communicating to customers the OPM General Schedule classification standards, writing position descriptions and the evaluation findings of appropriate series and grade levels and their relevance to position management.
