Summary

The Regional Office represents the operating branch of the Agency and performs the majority of the Agency's case handling work. This position is responsible for investigating and handling representation cases (R cases) of varying complexity and a variety of unfair labor practice cases (C cases) which may range from simple to difficult complexity.

Duties

As a Supervisory Labor Management Relations Examiner (Supervisory Field Examiner), GS-0244 -14/15, your typical work assignments may include:
  • Advising on the conduct, form and substance of settlement negotiations and agreements and application of modified or conflicting precedents and adequacy of legal analyses; participating with the assigned Board agent in regional agenda review and decision cases processed; conferring with supervisors and individual Field Examiners and Attorneys on problems requiring assistance in resolving questions of fact, proof, jurisdiction, law or Board practice, procedure or precedent, or in planning the investigation, processing or disposition of difficult cases.
  • Reviewing case reports, recommendations and proposed resolutions to ensure conformance to standards and policies; providing guidance on NLRB's operations; deposing cases at the regional level, to include adjudication, issuance of Agency decisions in representation and unfair labor practice cases; and negotiating with parties in order to secure settlement agreements in unfair labor practice cases.
  • Supervising Field Examiners and Field Attorneys who preside over and conduct public hearings, administer oaths, examine witnesses, and receives evidence; reviewing draft of complaints detailing allegations found to have merit and recommends course of actions; and reviewing investigative interviews and participates in negotiations.
  • Initiating annual evaluations and appraisals of subordinates pursuant to the career development program and the requirements of union-management agreements; making recommendations regarding the annual performance ratings for employees supervised; and evaluating the development of the professional staff to determine readiness of individuals for more complexity assignments.

Ideal Candidate Statement

The ideal candidate for the position will have experience processing cases on all levels of difficulty and complexity. Has extensive knowledge of the National Labor Relations Act. Excellent communication and analytical skills desired. Meticulous attention to detail preferred.

Minimum Qualification for GS-14

Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Supervisory Field Examiner) at the GS-14 level.

Specialized experience includes:
  • Experience making authoritative recommendations of factual information both orally and in writing to agency-level stakeholders; and
  • Experience with National Labor Relations Act and similar statutes to negotiate and prepare collective bargaining agreements; and
  • Experience leading a team involved in investigative and analytical work related to field labor law in order to effectively coordinate operations.

Minimum Qualification for GS-15

Specialized experience includes:
  • Experience serving as a government representative in private sector industrial relations work involving labor law to making authoritative recommendations based on factual information both orally and in writing to agency-level stakeholders; and
  • Experience with National Labor Relations Act and similar statutes to negotiate and prepare collective bargaining agreements; and
  • Experience leading a team involved in complex investigative and analytical work related to field labor law in order to effectively plan, direct and coordinate operations.

Time-In-Grade Requirements

All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 for the GS-14, or one year of experience at the GS-14 for the GS-15, or equivalent grade level of the federal service, is required to qualify for this position.
