The ZA-4 is equivalent to the GS-13/14.

Salary for selectee's pay may be set at any point within the pay band except for intervals 4 and 5 $181,217.00 to $191,900.00 which is reserved for supervisory performance or for current supervisors within CAPS who already have a salary within intervals 4 and 5.

Duties
As a Supervisory Management and Program Analyst, you will perform the following duties:
- Manage the day-to-day operations of the office including human resources, budget, facilities, procurement, property, etc. Responsible for supervisory oversight of human capital programs functional areas.
- Oversee implementation and operation of human capital management initiatives and provides leadership and expert advice and guidance on projects and programs that impact NMFS.
- Serve as a management liaison to line office, bureau, and agency HR management and staff to ensure regular and effective communications and coordination of office's human capital functions, and as the management representative to line office, bureau, and agency work groups and committees to present and advocate for NMFS opinions and interests.
- Performs the full range of supervisory duties: sets and adjusts short and long-term priorities and prepares schedules for the completion of work; plans and distributes work to be accomplished by subordinates; develops performance standards; evaluates the work of subordinates by providing technical oversight and instruction and addressing poor performance.
