TPWD MISSION

PHYSICAL WORK ADDRESS: Revenue/Boat Titling & Registration, TPWD HQ, BLDG D, 4200 Smith School Rd, Austin, TX 78744

GENERAL DESCRIPTION:

Under the direction of the Program Specialists of the Boat Registration and Titling Department of the Financial Resources Division, this position performs routine (journey-level) accounts examination work, including verification, accurate processing and financial coding for data entry of documents received from the general public and Texas Parks and Wildlife Department (TPWD) Licensed Marine Agents regarding the titling and/or registration of boats and the titling of outboard motors in accordance with the Texas Water Safety Act. Responsible for editing asset accounts, inclusive of customer, lien holder, and marine licensee data, and auditing transactions to establish tax liability. Answers/responds to calls regarding regulations of titling and/or registering boats or outboard motors, information of ownership, or status of processing customer transactions. Tracks and balances batches of documents to confirm all transactions have been worked, and ensures documents are electronically imaged. Responsible for completing assigned tasks and assisting in other areas during peak workload periods (March through September). Works under moderate supervision with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.



Qualifications:

MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.

Experience:

One year of experience specifically related to accounting, budget, accounts payable, reimbursement/revenue, claims, auditing, bookkeeping, customer service work processing or reviewing transactions, or any other relevant financial operations experience.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid state driver's license.

ACCEPTABLE SUBSTITUTIONS:

Experience:

Thirty semester hours from an accredited college or university, in Accounting, Finance, Statistics, Economics, Mathematics, Management, Marketing/Research Methodologies, Public Administration, Business Administration or other related business field, may substitute for one year of the required experience, with a maximum substitution of one year.

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance, Marketing, Management, Economics, Public Administration, Political Science, Advertising or Public Relations.

Experience:

Experience with titling, registration, licensing, and related customer service.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of accounting and auditing procedures, processes and techniques;

Knowledge of general office procedures;

Knowledge of automated system processing;

Knowledge of cash handling and balancing procedures;

Knowledge of local, state, and federal boating laws and regulations (including taxes) relevant to the business functions or the unit;

Skill in using MS Word, Excel, Teams, and Outlook;

Skilled in planning and arranging workload tasks to meet schedules under stress during peak workload periods;

Skilled in identifying errors when auditing/examining documentation and in taking and/or recommending appropriate corrective actions for resolution.

Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

Skill in problem solving and attention to detail;

Skill in making independent, sound, and timely decisions;

Ability to comprehend and interpret state and federal laws and regulations;

Ability to track and complete documents related to employee processing statistics and work hours (inclusive of process sheets, leave balances, leave requests, and employee timesheets);

Ability to apply laws, regulations, agency policies and procedures to related work situations and assignments;

Ability to accurately evaluate records for financial and regulatory compliance;

Ability to organize, analyze, consolidate and interpret data related to the different automated financial and processing systems;

Ability to accurately handle cash and account for funds collected within set guidelines and procedures;

Ability to work accurately with numerical and other document details in a high volume setting;

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

Ability to work under stressful conditions;

Ability to communicate professionally and effectively both verbally and in writing to agency staff, vendors, and the public;

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

This position is suitable to telework up to two days per week in accordance with TPWD telework policy, and the candidate may be authorized to telework with supervisor approval;

May be required to operate a State vehicle;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

Non-smoking environment in State buildings and vehicles.
