The Assistant Director of Human Resources is a supervisory/managerial position accountable for overseeing the complex work of professional and technical human resources staff and programs. This position assists the Missouri Veterans Commission (MVC) Human Resources Director to plan, direct, and administer the Human Resources program for Headquarters, Missouri Veterans Homes Program, Veterans Service Program, and Missouri Veterans Cemeteries Program. This position serves as a team member resource on matters pertaining to manpower and human resources management.

The assistant director also assists in the development and administration of MVC HR Policies. The human resources program includes the entire employee lifecycle within MVC including recruitment and onboarding, position classification and management, employee engagement and retention, workforce development and training, separation and exit surveys, application of all state and federal employment law and labor relations standards, and related administrative functions for the MVC workforce.

This position will also help to resolve questions and issues presented by legislative and executive branch partners, MVC executive staff, Homes human resources staff, and all MVC employees.

Annual Salary Range: $76,000.00

Qualifications:
  • Bachelor's degree
  • 3-5 years of relevant experience
  • Substitutions may be allowed
Knowledge, Skills, & Abilities:
  • Knowledge of the principles and practices of public human resources administration, including the best practices of classification, compensation, employee engagement and retention, training, employee and labor relations
  • Knowledge of planning and evaluating training programs
  • Knowledge of human resources practices and related state and federal laws, rules, and standards including equal employment opportunity policies and procedures, civil rights, and other related laws and practices
  • Knowledge of state government organization and functions
  • Knowledge of various occupations in state government
  • Ability to instruct, direct, and evaluate employees
  • Ability to analyze complex social and economic data and relate them to human resources problems
  • Ability to present ideas and persuade in an effective manner both orally and in writing.
Job Description Summary:

Recruitment and Onboarding
  • Utilizes best practice social media and traditional branding and recruitment methods
  • Directs Homes human resources staff in the use of recruitment metrics and methodology to maximize recruitment efforts
  • Ensures implementation of procedures for the administration of a competitive employment selection process, based on eligibility and qualifications including procedures for recruitment, placement, evaluation, and pay determinations
  • Established and ensures effective onboarding and new employee orientation practices to maximize feelings of fit and belonging of new employees as the start of the engagement and retention process
Classification and Compensation Administration
  • Assists in the administration of a position classification and position management program which includes: position reviews; timely implementation of classification packages; publication and implementation of a position management plan; training for supervisors and managers; position reviews to verify position description accuracy and classification of the position
Employee Engagement and Retention
  • Establishes measures of workforce engagement and retention
  • Utilizes best practice methodology to improve employee engagement and maximize retention efforts
  • Manages employee of the month program
  • Assists MVC managers in their ENGAGE performance management responsibilities
Workforce Development
  • Establishes and administers a system for determining and documenting training needs; evaluating training courses; assigning priority to training plans and evaluating training accomplishments
  • Ensures preparation of budgetary recommendations for training needs, sourcing of content, and delivery methodology
  • Plans and administers employee career development plans
  • Works in coordination with Homes Staff Development Coordinators to determine needs and solutions
Separation and Exit Surveys
  • Monitors exit survey data and disciplinary separations for trends related to voluntary and involuntary turnover
  • Provides insight to executive leadership on trends and best practices to avoid negative turnover, and manage positive turnover
Managing HR Department
  • Assists in the direction, coordination, and oversight of work through subordinate supervisors and staff
  • Advises staff regarding policies, procedures, and directives of executive leadership
  • Selects HQ HR candidates for positions taking into account skills and qualifications, mission requirements, and EEO and diversity objectives
  • Ensures reasonable equity among units of performance standards
  • Explains performance expectations and provides regular feedback

Labor and Employee Relations and Employee Relations.
  • Assists the Human Resources Director to advise both management and employees on matters pertaining to conduct and discipline, the labor relations program, employee benefits and entitlements, and contributes to the accomplishments of special programs
  • Assists in the implementation and administration of disciplinary and non-disciplinary adverse actions
  • Coordinates with labor organizations and their representatives when necessary
