Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a GS-0203-07 HUMAN RESOURCES ASSISTANT (TITLE 5), Position Description Number T5093000 and is part of the MO Directorate of Human Resources.

APPOINTMENT FACTORS: This is an Indefinite Title 5 Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

  • Processes a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards.
  • Performs a variety of support work for the specialist, such as compiling and tracking program indicators, and maintaining records.
  • Provides technical assistance in executing the employee relations program.
  • Provides specific advice and guidance to supervisors, managers and employees on a variety of employee relation's matters, to include resolving minor employee problems.
  • Conducts fact-finding investigations, researches pertinent guidance to assist in problem resolution, and responds to inquiries regarding requirements of proposed actions.
  • Advises on disciplinary problems, employee dissatisfaction, indebtedness, work habits, unexcused absences, and provides guidance on alternatives and possible solutions.
  • Advises on non-controversial issues, such as regulatory and procedural authorities relating to performance and performance-ratings, and provides guidance on alternatives and possible solutions.
  • Explains provisions of employee benefits and services programs, to employees and supervisors on matters relating to Workers' Compensation such as determination reassignments and light duty.
  • Serves as Executive Secretary for the employee recognition awards program.
  • Reviews justifications for adequacy and conformance to established regulations and policies.
  • Explains options to employees when they are dissatisfied with performance ratings.
  • Prepares correspondence relating to the awards program, and ensures all administrative details are complete.
  • Performs other duties as assigned.

Conditions of Employment

  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Employment can be terminated with a 30 day notice.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.


Qualifications

GS-07 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to interpret and analyze regulations, policies, and procedures relating to a wide variety of civilian or military human resources specialties to provide advice or counseling to employees and supervisors. The specialized experience must also indicate your ability to adapt and interpret guides and use sound judgment in completing personnel actions and in resolving a variety of conventional problems in one or more human resources specialties; use a variety of automated personnel systems and programs to perform various transactions in support of a Human Resources organization; and communicate both orally and in writing sufficiently to develop and present materials to management and employees to gain acceptance and understanding of findings and recommendations.

This job does not have a qualification requirement that allows substitution of education for specialized experience.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
