General description

Join the Statewide Procurement Division as a Statewide Procurement Systems Administrator! Work involves analyzing and/ or planning user requirements, procedures, and problems. Prepares catalogs. Performs extensive data validation and data cleanup for Texas SmartBuy contracts. Serves as data analyst and systems expert providing testing and technical assistance for Texas SmartBuy, Electronic State Business Daily, Vendor Performance Tracking System and other statewide systems. Participates in or initiates continual process improvements and analyzing procedures for system efficiencies. May prepare data for reports.

System Analyst II: $4,600-$4,875

System Analyst III: $4,925-$5,375



Qualifications:

Minimum Qualifications

System Analyst II

• Graduation from an accredited college or university with a bachelor's degree.

• Two (2) years of experience with data management, reporting, or analysis.

• Experience working with database technology.

System Analyst III:

• Graduation from an accredited college or university with a bachelor's degree.

• Three (3) years of experience with data management, reporting, or analysis.

• Experience working with database technology.

Preferred Qualifications

• Graduation from an accredited college or university with bachelor's degree in computer science, Information Systems, Management Information Systems, Supply Chain or a related field.

• One year of experience working with complex software systems, including but not limited to, NetSuite, Access or other database systems, HTML (and other web technologies), SQL, Periscope Buyspeed.

• One year of experience with development or maintenance of vendor catalogs for public or private sector e-commerce websites.

• Intermediate Excel experience, including navigating among sheets in a workbook, importing data from another database to worksheet, creating a pivot table, analyzing, and scrubbing datasets, and troubleshooting errors.

Substitutions

Bachelor's degree from an accredited college or university in Accounting, Computer Science, information Systems, Management Information Systems, Supply Chain or in a related field may substitute for up to six months of the work experience requirement.

LICENSES / CERTIFICATIONS

Ability to obtain Certified Texas Contract Development (CTCD) or Certified Texas Contract Manager (CTCM) within six months of employment.

In this role, you will:

Knowledge of

• The functionality, limitations and capabilities of computer systems used by Statewide Procurement.

• Techniques used in the design of non-automated systems, information technology equipment and computer operating systems.

• Basic design and behind-the-scenes technology or software utilized for various programs and systems.

• Techniques and methods utilized for efficient data clean-up.

• The processes for contract development, competitive procurement, contract award and vendor performance reporting.

Skill in

• Testing, modifying, or suggesting improvements to various computer systems used by SPD.

Ability to:

• Learn and analyze systems and procedures, recommending efficiencies where necessary.

• Write and/or revise standards or procedures related to systems.

• Communicate effectively and train others.

Salary is contingent upon qualifications. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary.
