WHO YOU ARE:
A dynamic individual who has the passion and drive to assist veterans and service members to receive college credit for their military education, training, and experience. This individual will have the drive, experience, and knowledge to network with Texas Institutions of Higher Education to expand the College Credit for Heroes Program. They will assist the Director of the Texas Veterans Leadership Program in the grant development and execution of the contract through the life of the grant. The successful candidate will coach and mentor the College Credit for Heroes grantees as well work alongside 28 Workforce Develop Boards on the agency's special veteran initiatives, We Hire Vets and the Hiring Red, White, and You state-wide job fair. You are a self-starting, motivated, collaborative problem solver who uses their own initiative to accomplish the mission at hand.

WHAT YOU WILL DO:
The Program Specialist III performs complex (journey-level) consultative services and technical assistance work. Work involves planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
-Assist the Director in establishing the goals and objectives of the College Credit for Heroes (CCH) Program. Assists the Director in providing direction, guidance, and program activities to the Texas Institutions of Higher Education and community partners within the state of Texas.
-Assis the Director in overseeing the College Credit for Heroes Program throughout all 28 Workforce Board Areas and military installations in the state. Performs Texas Veterans Leadership Program duties as directed by the TVLP Director.
-Assist the Director in developing and executing a College Credit for Heroes outreach strategy to Texas Institutions of Higer Education and community partners for their participation in the College Credit for Heroes Program.
-Assist the Director in the development, selection process, and execution for the Request for Application for the College Credit for Heroes Program.
-Confer with the TVLP Director to discuss issues, coordinate activities, and resolve problems with the College Credit for Heroes Program.
-Confer with TWC management and staff regarding the College Credit for Heroes and We Hire Vets programs.
-Represent TWC at meetings and makes presentations to groups as appropriate.
-Prepare written correspondence and reports related to the College Credit for Heroes Program and TWC Veteran Special initiatives.
-Corresponded with Texas Institutions of Higher Education, other state agencies, and community partners.
-Comply with rules, regulations, and Texas Workforce Commission policies. Delivers positive results for all other programs, special veteran specific initiatives and projects assigned by the TVLP program director throughout the program year.
-Perform other duties as assigned.

YOU QUALIFY WITH:
-Graduation from an accredited four-year college or university plus one year of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
-One year of full-time experience may be substituted for each year (30 semester hours) of education.
-Experience and education may be substituted for one another.

YOU ARE A GREAT FIT WITH:
-Ability to multi-task and deliver high quality work with great attention to detail and accuracy.
-Excellent time management skills and the ability to juggle multiple, shifting priorities.
-1.5 to 2.5 years' experience in networking and working with Community Colleges, Universities, Military Education System, VSOs, CSOs, and federal and state governmental agencies.
-1.5 to 2.5 years directly working with and assisting veterans and transitioning service members.
-1.5 to 2.5 years working knowledge of laws, rules, and regulations applicable to assessment techniques; of military occupations, military experience, and military education, noted on the on the Joint Service Transcript or Community College of the Air Force Transcript to college credit.
-Proficient in use of personal computer and software applications such as Microsoft Excel, Work, Outlook, Access, and PowerPoint.
