Earnings Potential : $183,831 - $241,278

RESPONSIBILITIES

MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan's Central Business District Congestion Relief Zone. The Senior Vice President (Environmental, Health & Safety) is the h ighest executive level position in the Environmental, Health & Safety program/department, with independent, significant decision-making authority for department policy, strategy, governance, staffing, budget, and expenditures.

The Senior Vice President (Environmental, Health, and Safety) oversees all aspects of the Environmental, Health, and Safety (EHS) program/department, ensuring safety, quality, risk management, and regulatory compliance for TBTA and CBDTP. Responsibilities include:

Environmental

• Lead strategic environmental risk analysis to identify and mitigate potential environmental risks across operations.

• Direct environmental compliance efforts to ensure alignment with federal, state, and local regulations.

• Oversee the preparation and submission of State Agency Environmental Audit ( SAEA ) reports.

• Manage petroleum bulk storage facilities to prevent environmental contamination and ensure compliance.

• Supervise hazardous material handling and disposal practices to minimize environmental impacts.

• Ensure contractor compliance with environmental regulations and contractual requirements.

• Develop and monitor compliant work practices and procedures to mitigate environmental risks.

• Provide leadership in environmental training initiatives to promote awareness and compliance.

Health & Safety

• Conduct comprehensive risk analyses to identify and mitigate health and safety risks.

• Ensure compliance with Occupational Safety and Health Administration (OSHA) and Public Employee Safety and Health (PESH) regulations.

• Manage the preparation and submission of OSHA/PESH reports.

• Lead job hazard analyses to identify and assess potential workplace hazards.

• Direct accident and incident investigations and implement corrective actions.

• Develop and implement leading indicators to proactively assess health and safety performance.

• Provide leadership in health and safety training initiatives.

• Serve as the TBTA representative on all-MTA safety committees and working groups.

General

• Analyze industry standards, trends, and best practices for continuous improvement.

• Collaborate with other TBTA departments to identify and mitigate agency-wide risks.

• Direct and supervise staff, overseeing their performance, development, and organizational restructuring initiatives.

• Cultivate a collaborative and accountable team environment, fostering innovation and continuous improvement aligned with departmental goals and objectives.

• Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities.

• Represents the agency before elected officials, MTA/TBTA Board, bridge/tunnel/tolling industry partners, Federal and State regulatory entities, and peer agencies.

• Oversees vendor contacts.

QUALIFICATIONS

• Bachelor's in Environmental Law, Environmental Science, Environmental Engineering, Environmental Management, Occupational Health & Safety, Safety Management, or Industrial Hygiene preferred.
• Must have a minimum of twenty (20) years related experience, including at least twelve (12) years in a management or supervisory role in a large, multi-faceted organization.
• An equivalent combination of education and experience may be considered.
• Significant experience in program management for large government agencies or businesses, with complex systems preferred.
• Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
• Proficient in Microsoft Office Suite and document management software.
• Excellent communication and interpersonal skills.
• Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
• Demonstrated ability to effectively work in a high profile, high pressure environment.
• Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
• Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
• Must possess excellent team building, listening, problem solving, and prioritization skills.
• Unrestricted driver's license in New York State
• Ability to respond to any authority location on a 24/7 basis when required.
