Position Summary

Performs moderately complex to complex (journey-level) inventory work. Work involves maintaining accounting records and tracking state purchased assets from purchase to disposal. Involves strong emphasis on interpersonal skills and problem resolution. May train others. Works under general supervision with limited latitude for the use of initiative and independent judgment.

  • Accurately maintains accounting records for state-owned property purchases and disposals. Maintains asset management files and records.
  • Reconciles property accounting reports and documents generated by the State Property Accounting System, Centralized Accounting and Payroll/Personnel System Financial (CAPPS Financial) and DIR SharePoint Custodian Tracker.
  • Serves as a lead for physical inventory of state-owned assets. Conducts investigations for missing, lost, or stolen property. Prepares reports and documentation of findings.
  • Trains agency staff in asset management policies and procedures, property inventory systems, surplus procedures, and annual inventory procedures.
  • Prepares and enters accounting transactions into journals and ledgers.
  • Analyzes and recommends improvements, adaptation, or revisions to the accounting system and accompanying procedures.
  • Supports other accounting leads, including payroll and accounts payable. Processes transactions in accordance with applicable regulations, policies, and procedures, researching critical transactions and recommending alternative solutions.
  • Performs other work-related duties as assigned.




Qualifications:

Education

  • Graduation from a four-year college or university with major coursework in accounting, business, finance, or related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required).


Experience and Training Required

• Minimum of three (3) to four (4) years of experience in general ledger accounting and financial operations.

Experience and Training Preferred

• Experience working with asset management.

• Experience working in an accounting environment in a state of Texas agency.

• Experience using the Comptroller of Public Accounts' State Property Accounting System (SPA).

• Experience using Centralized Accounting and Payroll/Personnel System Financial (CAPPS Financial).

Knowledge, Skills, and Abilities

  • Knowledge of state governmental accounting, generally accepted accounting principles and procedures; and of laws and regulations pertaining to financial operations.


• Knowledge of Texas state agency operations, policies, and procedures preferred.

• Knowledge of automated financial systems.

• Skill in coordinating, communicating, monitoring and managing inventory project activities involving various programs.

• Skill in use of appropriate asset inventory tagging methods.

• Skill in application of accounting theory and techniques.

• Ability to evaluate, interpret, develop, and prepare pertinent accounting data and reports in a clear and concise manner.

• Ability to work accurately and effectively with numeric detail.

• Ability to communicate effectively both verbally and in writing in a clear and concise manner.

• Ability to understand, follow and convey brief oral and/or written instructions.

  • Ability to establish and maintain effective and cordial working relationships at all organizational levels including agency management, direct supervisors, co-workers, internal and external customers.


• Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.

Computer Skills

  • Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office preferred).
