Under the general supervision of the Accounting Administrator I, the Accounting Analyst will perform professional analytical accounting work in the research and reconciliation of corporate actions occurring on securities held in the name of the State Controller for the sole purpose of safeguarding the public's property and funds for return to the rightful owner. This may require working with external parties to obtain correct information. The Accounting Analyst will reconcile the basic and complex security issues to pay security claims. Duties include, but are not limited to, the following:

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations.)

  • Analyze current and past activities pertaining to securities remitted to the state under the Unclaimed Property Law to determine their current value. Conduct research and analysis of fiscal transactions for securities from multiple internal and external sources (e.g., unclaimed property accounting systems, accounting records, subsidiary ledgers, account statements, annual stock guides, Internet websites, etc.).
  • Reconcile securities accounts on the Unclaimed Property System (UPS2000) that have claims pending approval for payment. Research and reconcile brokerage and mutual fund companies' accounts to balance shares for posting of activities such as sales, dividends, and corporate actions to UPS2000. Contact internal and external parties to resolve discrepancies related to securities remitted to the State. Create accounting worksheets to track past and current fiscal activities and corporate actions for the securities received and recorded by the State. Post security fiscal transactions in UPS2000 after reconciliation and analysis of the issue. Locate, verify, calculate, and link appropriate receipts to posted transactions.
  • Analyze accounting data and identify program problem areas so that corrective measures may be implemented. Analyze the financial market of securities and current trends to advise Bureau management on requested information. Prepare status reports for claims pending payment. Provide accounting information reports to management. Develop or update procedures appropriate to the security claims payments process.
  • Identify and research overpayments and establish account receivables as needed. Prepare collection letters to claimants, Legal Referrals to be forwarded to the Executive Office, and Issue Resolutions to be forwarded to upper management. Contact claimants on collections and update management on the status of collection efforts.
  • Research and respond to written and telephone inquiries from internal and external parties and manage resolution of claimant issues. Prepare correspondence to claimants regarding various securities payment information (e.g., non-transferable shares, fractional shares, response to claimant's inquiry, etc.). Analyze and interpret information regarding the Unclaimed Property law, Administrative Code Regulations, and Bureau Polices and respond to inquiries from the general public, holder community, and professional organizations. Provide support to staff in the analysis and review of fiscal transactions and reconciliation process; which includes planning, verifying and answering questions. Provide assistance to the Associate Accounting Analyst lead as needed.
