Monthly using FI$Cal perform a comprehensive departmental budget analysis for California Highway Patrol (CHP) funds that analyzes expenditure, reimbursement, and revenue data that is extracted from various sources and use this information to report on the Department's fund condition, both on the appropriation by program and by line item. Utilize accounting data as the basis for forecasting, planning, and identifying significant trends; provide estimate of future expenditures, revenue, and reimbursements; analyzes budgetary position in relation to previous periods; prepare detailed cash flow analysis to determine cash availability from departmental reimbursements in the various funds and gather information from various sources to determine billing and collection lags. Act as the liaison between staff and accounting management when data collection needs arise; ascertain the source of specific accounting data and facilitate the collection of that information and disseminate to management; identify additional avenues with which data can be used to achieve desired management purposes. Gather financial data as directed and assist management in resolving problems related to financial administration.Reconcile and monitor the monthly reimbursable expenditures and receipts to the accounting system reports and the general ledger accounts. Research, analyze for appropriateness, and prepare documentation to adjust and correct the proper general ledgers for reconciling items.
Performs month-end and year-end closing activities in FI$Cal. Those activities included running processes, reports, queries and doing various reconciliations using FI$Cal. Reconciles FI$Cal and State Controllers Office general ledger and appropriation accounts for activities in the funds administered by CHP in conformance with established laws, rules, regulations policy and procedures. Serves and liaison to FMS for research and issues identified in the FI$Cal reports. Prepares comprehensive and complete financial reports including year-end financial statements for departmental funds. Prepares year-end reconciliations of reimbursements, receipts and specific line items. Prepares accrual journal entries and reports for year-end processing.
Responsible for determining Program Codes for each cannabis grant and ensuring they are configured in FI$Cal accurately and timely. Using various reporting tools, prepare monthly, quarterly and yearly reports on the usage and availability of the Cannabis Funds.
Responsible for entering Encumbrance Only Purchase Order for each cannabis grant. Monitor encumbrances to ensure the financial data is is accurate. Work with the program on any funding issues. Monitor encumbrances and expenditures for each cannabis grant monthly. Utilize accounting data identify significant trends; provide estimate of future expenditures and analyze budgetary position in relation to previous periods for cannabis grants.
Responsible for the maintenance and coordination of FI$Cal to adequately provide for the Department's needs to monitor and review fiscal data. Monitors daily, monthly, and yearly FI$Cal operations, keeping current with the latest state policies and FI$Cal updates. Provides guidance and training to subordinate analysts, FMS staff and agency personnel to resolve complex system and accounting problems. Works independently or on a team and coordinates with internal staff, FMS staff, budget Unit staff as well as control agencies such as Department of Finance, State Controller's Office, Department of FI$Cal, and the State Treasurer's Office.
