Summary

The position of Administrative Officer - Supervisory, is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Services Network 23 (VISN 23), at the St. Cloud VA Health Care System (STCVAHCS) in the Health Administration Service Line (HAS). The candidate functions as the Deputy Director for HAS, reporting directly to the Director, HAS. This position is responsible for administration of all patient support activities.

**Please Note: This is a term appointment, not to exceed one (1) year or the return of the incumbent from deployment.**

Major duties include, but are not limited to:

  • Responsible for the administration of all patient support activities, including registration (i.e. enrollment, eligibility, compensation and pension), emergency transportation (ambulance), after-hours administrative and emergency operations, data integrity and validation, decedent affairs, beneficiary travel, etc.
  • Provides a full continuum of supervision and management of all Health Administration Service (HAS) functions and responsibilities.
  • Serves as Section supervisor in the absence of respective supervisors.

Program and Operations Management:

  • Responsible for identifying staff capabilities through recruiting, continuing short and long-term training, and staff participation in meetings and seminars.
  • Administers space and equipment programs.
  • Responsible for establishing Human Resource, equipment, and space policy for the HAS staff.
  • Serves as a key figure in manpower utilization program ensuring recruitment and retention remain within approved levels.
  • Responsible for assessing equipment inventories and preparing equipment requests for HAS.
  • Performs evaluation and analysis of areas targeted for improvement to assess program effectiveness and current status and to identify areas requiring management attention and systems enhancement.
  • Responsible for identifying existing or potential problem areas and recommends necessary corrective action, or redesign.
  • Completes necessary documentation to monitor and track project accomplishments and resource utilization.
  • Responsible for ensuring sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficiency.
  • Investigates patient complaints on benefits, scheduling, emergency transportation and off-tour operations and prepares written response.
  • Requires coordinating and integrating the functions of several organizational segments.

Direction/Long-Range Planning:

  • Performs staff support work in short and long-range planning efforts and complies with directives and national guidelines in preparing weekly, monthly, quarterly and annual reports.
  • Assists the HAS Director with both long and short-range plans for HAS by coordinating the administrative needs of the Service.
  • Participates in the formative stages, in overall facility managerial planning so as to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions.
  • Develops forecasts of patient service demands, ensuring accuracy and reflecting a wide variety of services.

Supervisory Responsibilities:

  • Responsible for organizing, planning, directing and controlling all the programs aligned under the Deputy Director.
  • Responsible for formulating plans, evaluating and coordinating the day to day administrative management of the all HAS functions which directly support routine interaction with Veterans, their families and the general public.
  • Provides administrative oversight and supervision to and/or through HAS administrative personnel, including administrative and clerical support staff.
  • Responsible for the technical quality and quantity and timeliness of work produced by subordinates; accepting or rejecting material presented.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Telework: Ad-hoc. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level or equivalent. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: possessing a broad knowledge and experience within the field of health care administration and delivery systems for the provision and execution of outpatient care; demonstrated knowledge of VA regulations and laws governing VA medical benefits (i.e. Health Insurance Portability and Accountability Act (HIPAA), state and federal laws, the Privacy Act, Joint Commission (JA) Standards); supervising, managing, and leading staff; familiarity with applying financial management techniques and methodology to plan, execute, and review programs. The majority of work is performed in an office setting with adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, standing, lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.

Working Conditions/Environment:

The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts. May experience some exposure to communicable diseases, verbal or physical abuse. The work is performed in an office setting and involves everyday risks or discomforts that require normal safety precautions. Ability to communicate with irate or verbally abusive public may, on occasion, be necessary. The work area is adequately lighted, heated and ventilated. The position may require occasional travel, including travel between buildings and/or CBOCs.
