MINIMUM QUALIFICATIONS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Specialist Trainee 1
A bachelor's or higher degree.

Administrative Specialist Trainee 2
A bachelor's or higher degree AND
One year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Administrative Specialist 1
A bachelor's or higher degree AND
Two years of professional experience providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
OR: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

For 70.1, 52.6, or 70.4 transfer to a Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

REASSIGNMENT QUALIFICATIONS:
Current Division of Tax Appeals employees with one year of permanent, contingent-permanent, or 55 B/C service as an Administrative Specialist 1 or Administrative Specialist Trainee 1 or 2. If you have less than one year, you must be currently reachable on the Administrative Specialist 1 or Administrative Specialist Trainee 1 eligible list for the Albany location.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 11. To be considered, you must provide a copy of your letter of eligibility with your response.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
Supervisory or management experience, Human Resources experience, customer service experience, technological proficiency, and familiarity with Microsoft products.

Duties Description The Division of Tax Appeals (DTA) is responsible for providing the public with a just system of resolving controversies with the Division of Taxation through the adjudicatory process. The Tax Appeals Tribunal serves as the appellate level of the agency.

Working under the direction of the DTA Senior Staff, the responsibilities of the Administrative Specialist 1 include:

• Review hearing reporter statements and transcripts to ensure
accuracy in billing.
• Complete necessary tasks in relation to recruitment and onboarding: generate and track appropriate Civil Service lists; coordinate the distribution and receipt of canvas letters; schedule interviews; greet candidates upon arrival for interview and ensure that candidates complete the necessary forms and paperwork for potential and ultimate hire; liaise with the NYS Department of Civil Service as needed.
• Maintain employee records, investigate time and attendance matters and provide information to employees regarding employee benefit programs. Act as liaison for personnel-related transactions: complete Notice of Appointment or Status Change forms for submission to the NYS Department of Taxation and Finance.
• Compile and submit hours worked by agency temporary employees to the Department of Taxation and Finance's Payroll office. Retrieve and distribute paycheck/advice statements.
• Assist Senior Staff to ensuring the timely completion of annual employee evaluations and probationary reports.
• Assist with the compilation of agency performance metrics. Strong Excel skills are highly recommended.
• Review current business practices and system configuration to suggest enhancement.
• Participate in the analysis, development, coordination, tracking, and implantation of special projects and tasks.
• Assist the Secretary to the Tribunal in the compilation and formatting of the agency's Annual Report.
• Perform other duties as required.
