For appointment to the Administrative Specialist TRAINEE 1 you must have: A Bachelor's or higher degree.

For appointment to the Administrative Specialist TRAINEE 2 you must have: A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

For appointment to the Administrative Specialist 1 you must have: A bachelor's degree and two years of professional experience providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

For 70.1, 52.6, or 70.4 transfer to a Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • The Administrative Specialist 1, acting as the Downstate Employee Assistance Program (EAP) coordinator for the Office of the New York State Comptroller (OSC), will report to OSC's EAP Labor/Management Committee and Director of Recruitment and Operations. The incumbent will be responsible for providing support, information, assessment, referral and follow up services to employees and their families with personal and/or work-related problems. The EAP coordinator must carry out these duties in a confidential, timely and professional manner. Other duties include, but are not limited to, the following:
o Adhering to the Code of Ethics developed by the Employee assistance Program Association (EAPA) and adopted by Statewide EAP.
o Supporting supervisory/management staff in their efforts to help employees.
o Providing the EAP Committee with monthly reports on EAP activity and keeping them updated on emerging issues.
o Serving as an advocate for EAP and promoting the understanding and acceptance of EAP within the agency.
o Developing and maintaining a list of local community, public and private agencies/resources for the purposes of making referrals.
o Being knowledgeable about insurance benefits.
o Assisting in the implementation of agency level training programs for supervisors, union representatives, and employees about using EAP services.
o Attend professional training, conferences, and workshops to enhance and strengthen professional development.
o Maintaining regular contact with the NYS EAP Regional Representative.
o Training for the position will be given by the Statewide Employee Assistance Program.

• The ability to establish positive relations and work well with the EAP Committee, Director of Recruitment & Operations, OSC employees and representatives of labor and management.
• The ability to prepare written and statistical reports.
• The ability to be discreet and maintain the appropriate information as personal and confidential.
• The ability to listen and be responsive to employee's concerns/problems, and to verbally communicate sensitive information.
