Permanent 52.7 Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct line promotion field, have one year or more of qualifying permanent service as an Administrative Specialist 1and must not have failed the last holding of the promotion examination for the title listed above.
Duties Description Reporting to the Administrative Officer 2, the incumbent of this position will supervise the Contracts/Procurements (NPS) section within the Administration Unit. The incumbent will be responsible for all fiscal, budget and infrastructure (fleet/office space) related duties for the Office of Cannabis Management (OCM).
Duties include, but are not limited to:
• Assist the Administrative Officer by working with all OCM Units and the Office of General Services (OGS) Finance Office to prepare the annual budget and financial plan for the agency.
• Collaborate with the Administrative team leadership to develop and recommend requests for purchases and requisitions.
• Liaise with OGS Finance, Budget, and Procurement staff on purchases and requisitions.
• Collaborate with the Administrative Officer 2 on responses from Division of Budget, Office of the State Comptroller, Office of IT Services, and OGS.
• Collaborate with OCM Units to develop RFP, IFB, and RFA requirements for Agency contracts.
• Assist with RFP & RFA evaluations as needed.
• Provide data and financial records to management on expenditures and fiscal activities for the agency.
• Coordinate with Deputy Director of Administration & Administrative Officer 2 to respond to issues and audits.
• Collaborate with the Administrative Officer 2 to provide data and information on FOIL requests.
• Assist with OCM office space buildouts and maintenance requests.
• Approve agency Statewide Financial System (SFS) requests, including B-1184 and purchases.
• Oversee Journal Voucher processing and approve requests.
• Oversee OCM's Fleet Management activities.
• Perform full range of supervisory functions.
• Perform other duties and special projects as required.
Additional Comments NOTE:
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
