Clarification from the agency

Applications will be accepted from current NRC employees on a permanent or competitive Term appointment. Permanent Federal employees who have completed a 1-yr probationary period, and reinstatement eligibles within a 50-mile radius of Arlington, TX commuting area.

Duties

The successful candidate will perform the full range of duties as the Administrative Support Team Leader.

The incumbent performs a wide range of administrative management and support functions including correspondence and document management, timekeeping, travel preparation, requests for services and procurement, preparing of public notices of significant NRC activities or decisions and other administrative support functions. Incumbent serves as one of the primary staff members who establishes and coordinates, with input from regional leadership, Region IV's processes and procedures for accomplishing administrative support functions. The incumbent also provides leadership and oversight for a team of administrative professionals.

1. Provides supervisory oversight (less than 25%) to a team of administrative professionals. Acts as the primary liaison between the Region IV technical divisions to coordinate the region's use of administrative resources. Assigns duties to staff commensurate with priorities and deadlines established by divisional and branch leadership. Reviews completed projects to verify that timeliness and quality objectives have been met.

2. Provides leadership and guidance to administrative professionals assigned to the Correspondence and Administrative Support Team. Provides detailed instructions, including creation of standard operating procedures, for new, difficult, or unusual aspects of work.

3. Uses Microsoft Office and other Agency software to produce, review and edit letters, memoranda, reports, presentations and other textual documents and performs a variety of office automation functions. Composes correspondence of a routine nature.

4. Coordinates the distribution and public docketing (as appropriate) of correspondence including inspection reports, letters, meeting summaries, and enforcement and allegation correspondence.

5. Develops and maintains a standardized workflow process for documents, reports and other correspondence for use by all divisions that ensures timely document completion and balanced workloads.

6. Coordinates formal internal and external Region-wide administrative assistant training including periodic counterpart meetings. Trains new staff and assigns refresher training, as appropriate. Advises individual staff members of training to support professional development goals.

7. Performs a variety of administrative duties including preparation of travel requests and vouchers for senior staff, requests for procurement or services, public meeting notices, mail distribution, personnel notifications, regional office notifications, and maintenance of availability calendars.

8. Plans for conferences and meetings, including reserving space, time, and scheduling appointment via electronic means, equipment, etc. Prepares and/or distributes the agenda. Attends meetings upon request and prepares minutes for distribution to attendees in a timely manner.

9. Serves as the primary timekeeper for the Division of Resource Management and Administration in accordance with the electronic time and labor reporting system. Provides backup timekeeping for all divisions.

10. Provides daily backup support to the Regional Administrator's Administrative Assistant, performing those duties as necessary, including coordination of action items assigned to Region IV, to ensure efficient operation of the office. Acts as the administrative assistant for the Office of the Regional Administrator during absences.

11. Implements the regional drug testing and non-monetary awards program.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG/GS-07 for the GG-08 and GG/GS-08 for the GG-09) in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated knowledge and proficiency in the use of various software applications, including Microsoft Word, Outlook, Excel, Access, Share Point and NRC specific applications used for correspondence development. Thorough knowledge of NRC specific software and applications used for time and labor reporting, publishing public meeting notices, overseeing the public document room, preparing official travel, training coordination, and performance management.

2. Demonstrated knowledge of the NRC inspection manual, agency guidance, Management Directive 3.57, and local instructions, necessary for proper correspondence management. When provided templates or samples, demonstrated ability to independently compose simple letters and memoranda. Thorough knowledge of proper grammar, spelling, punctuation, and the NRC Editorial Style Guide to independently proofread and edit complex reports and correspondence.

3. Demonstrated ability to work efficiently in handling multiple assignments with competing priorities, often under considerable pressure to meet deadlines. (Describe specific situations that required you to work under stressful or adverse conditions, competing priorities, tight schedules, deadlines, etc.).

4. Demonstrated ability to communicate information, ideas, and advice in a clear, concise and logical manner, both orally and in writing. Demonstrated ability to interact effectively with all levels of people within and outside the NRC.

5. Demonstrated ability or potential to provide leadership and effectively utilize human resources.

SPECIALIZED EXPERIENCE is defined as: Knowledge and proficiency in the use of various software applications, including Microsoft Word, Outlook, Excel, Access, Share Point and NRC specific applications used for correspondence development. Ability to learn specific NRC software applications. Knowledge of proper grammar, spelling, punctuation, and the NRC Editorial Style Guide to independently proofread and edit complex reports and correspondence. Knowledge of software and applications used for time and labor reporting, publishing public meeting notices, overseeing the public document room, preparing official travel, training coordination, and performance management.

The duty location of this position is Arlington, TX. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
