Under the administrative direction of the Community Care Licensing Division (CCLD), Assistant Deputy Director - Residential, the Adult and Senior Care Program Administrator has statewide responsibility for the Adult and Senior Care Program regulated by Community Care Licensing Division.

The CCLD is a regulatory Division responsible for monitoring compliance of health and safety requirements at licensed sites. There are approximately 70,000 sites statewide, and this position is responsible for the statewide administration, oversight, and licensing enforcement functions associated with caring for seniors and adults residing in or receiving services in community care settings throughout the State of California.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with CDSS policies. Headquarter location will be designated based on the selected candidate's primary residence location, and/or the closest CDSS location.

Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience successfully leading and managing an administration of large, complex, statewide programs and services related to adult and senior care within California.
  • Experience implementing new policies that improve program services, including collaborating with internal and external groups, stakeholders, federal, state and/or local entities to develop such policies and initiatives.
  • Knowledge of the essential elements for safe and effective oversight of human services programs; preferably, with particular emphasis on multidisciplinary partnerships.
  • Experience promoting ethnic, gender, and cultural diversity and inclusion in the workforce, and in the development and implementation of public programs.
  • Experience consuming program data to inform decision making, including taking various steps to address gaps in available data or challenges with aging or obsolete data systems.
  • Experience partnering with vulnerable populations, and with organizations representing them, on efforts relating to health, safety, and well-being of those individuals.
  • Demonstrated experience in effectively engaging and negotiating with officials at multiple levels of public, nonprofit and for-profit entities, including state and municipal governments, policy and practice advocates, trade associations and public and private sector vendors of goods and services.
  • Possession of excellent judgment, political sensitivity, written and verbal communication skills, as well as highly developed interpersonal, public relations, analytical, and decision-making skills.

    Examination Information
    The examination process will consist of a Statement of Qualifications (SOQ) evaluation. Please note there is not an online examination for the CEA classification.

    The SOQ will be used to evaluate your qualifications as they relate to the Desirable Qualifications listed above and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing, as this is a critical factor for successful job performance. The SOQ will be the only basis for your final score and rank on the eligible list.

    If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
