The State Water Resources Control Board's, Division of Information Technology (DIT) has an opening for an Information Technology Specialist I in the Application Development Unit. The position location is 1001 I Street, 8th Floor, Sacramento, CA 95814.

Duties:

Under direction of the Information Technology Supervisor II (IT Sup II) and consistent with good customer service practice and the goals of the State and Regional Board's Strategic Plan, the incumbent will act as a technical lead, providing software and programming support to integrate existing water rights, water diversions, and water quality data with integrated statewide water data platforms and provide application support for agency enterprise web systems. The incumbent works independently and leads in planning and coordinating activities that require developing technology solutions for complex business, scientific, or engineering problems.

The technologies used in the agency's web application systems include Java EE, ASP.Net, C#, AJAX, JavaScript, jQuery, MVC framework, ArcGIS, JavaScript API, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, JBoss Enterprise Application Platform (JBoss EAP), IIS, Web Services, MSSQL, Oracle, Cloud services, software as a service (SaaS), Azure, AWS, ArcGIS JavaScript API, Red Hat Linux (RHL), and Windows Server.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Technical knowledge, skills, and experience with programming languages and tools including Java EE, ASP.Net, C#, MVC framework, AJAX, JavaScript, jQuery, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, and Web Services. Knowledge of GIS application development is desirable.
  • Technical knowledge, skills, and experience with databases such as Oracle. Writing complex SQL for querying a database and PL/SQL. Possess a strong knowledge of or familiarity in managing Oracle database systems. Knowledge of Transact-SQL, Microsoft SQL Server, and MySQL database systems is desirable.
  • Ability to communicate effectively and professionally (verbal and in writing) with team members and customers and provide timely responses to internal/external customers.
  • Ability to write technical documentation for complex system changes to provide an accurate basis of information for future support needs.
  • Technical knowledge, skills, and experience with web and database application server software configuration, maintenance, and troubleshooting including Red Hat Linux (RHL), Windows, Apache, IIS, Azure, AWS, and Cloud Services.
  • Experience performing in a project lead capacity and experience coordinating the work of co-workers. Experience as a technical lead to team members or consultants and responsible for the efficient delivery and completeness of all technical deliverables on new development efforts or on major enhancements to existing projects/websites.
  • Possess strong knowledge of Linux shell scripting, Toad, systems integration, data migration best practices, n-tiered web-based application programming, logical and physical database design, data table generation, performance tuning, data conversion, migration, and integration, and security practices and procedures.
  • The ability to work independently with multiple priorities and under pressure of critical time demands.
  • Highly motivated, self-directed information technology professional with excellent technical, interpersonal, organizational, and communication skills (both verbal and written).
  • Possess a strong knowledge of the Systems Development Life Cycle.
  • Knowledge of and experience with coordinating complex information technology projects and systems. Experience includes defining project scope, objectives, user requirements, activity definitions, project schedules, risk identification, roles and responsibilities for team members. Experience advising management on the planning, development, implementation, and coordination of IT issues.
  • The position requires a strong commitment to delivering quality service to customers; making presentations on system documentation, reports, and solutions to customers and management; and the ability to work productively with other IT service areas.
  • Ability to work with diverse groups, including Water Board staff and management, other government agency partners and stakeholders.
