Job Summary

The Assistant Dean for Finance and Administration serves as the fiscal officer for Jacobs and its lead fiscal strategist. This role will manage, plan, and organize the school's financial operations which include, but are not limited to, financial planning, forecasting, budgeting, data analysis, and administration. The position works closely with and is a member of the Dean's leadership team.

Department Specific Responsibilities
  • Provides supervision to all fiscal and facility positions within Jacobs.
  • Conducts financial and enrollment trend analyses and provides strategic, visionary, and operational guidance for the school and its Leadership Team.
  • Serves as the school's fiscal officer, which includes direct responsibility for all internal controls, accounting, finance, forecasting, budgeting, building/business operations, and financial compliance.
  • Fosters a culture of fiscal compliance that safeguards university and school assets.
  • Devises and deploys robust internal controls and financial reconciliations.
  • Oversees the development, maintenance, and revision as needed of the school's accounts and systems for monitoring financial activities.
  • Provides timely fiscal analysis and other information tailored to key audiences in terms of their level of understanding, goals, and desired outcomes.
  • Works with all resource owners to promote sustainable and strategic use of funds to address the goals of Jacobs and the Campus.
  • For capital projects, advocates for and ensures that the needs and resources of the school are fully understood, and resources are deployed judiciously and effectively.
  • Fosters a service-oriented, accountable team environment with four direct reports and a total team of twelve individuals.
  • Motivates finance and operational teams to perform efficiently and at the highest level.
  • Develops staff skills so that redundancy in key positions exists.
  • Provides executive oversight to ensure training of all personnel responsible for compliance with university fiscal policies.
  • Supervises Director of Human Resources (HR Business Partner) and works closely with this position to evaluate appropriate equitable compensation.
  • Supervises the Facilities Director.
  • Acts as a liaison to Capital Planning and Facilities for financial issues associated with projects.
  • Works closely with the Executive Associate Dean for space assignment issues.
  • Provides strong, positive operational support and guidance to the faculty, students and staff of the school.
  • Reviews and creates policies and procedures that meet the school's strategic goals.
  • Communicates those policies, procedures, and strategy effectively with all school leaders, fiscal delegates, and stakeholders as appropriate.
  • Responsible for deployment of action items within Jacobs Strategic Plan as it relates to finance, resources and human resources.
  • Works with school leadership on fiscally related decisions such as financial aid strategy, academic appointments, and salary administration.
  • Oversees department and program budget requests and, with final oversight by the Jacobs Leadership Team.
  • Exercises final authority on most school expenditures of consequence.
  • Oversees the annual budget build and the regular generation and analysis of financial statements for programs, departments, and the school; analyzing trends, departmental balances, income, expenditures, etc.
  • Provides high level collaboration with other campus and RC level fiscal officers to foster strong partnerships, consistent financial oversight and strategy.
  • Develops relationship with peers and partner organizations throughout IU to share best practices, and to advocate for change when warranted (This may include collaboration and sharing of best practices in areas such as trend analysis, financial policies, and fiscal management).
  • Serves with integrity as a senior member of the leadership team and guide school and campus leadership on key business and fiscal matters
General Responsibilities
  • Directs the daily and long-term financial and administrative operations of a multi-faceted academic research, performance and creative activity, and teaching School.
  • Responsible for accuracy, timelines, and the general integrity of the financial statements.
  • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
  • Manages complex revenues including internal and external sources.
  • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
  • Prepares operating and project budget drafts.
  • Creates annual revenue and expenditure budget for school or support unit.
  • Monitors functional area budgets and reports any significant deviations from approved budgets.
  • Develops budgetary policies and procedures.
  • Responsible for supervising business support personnel.
  • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
  • May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for functional area.

  • Bachelor's degree in finance, business, or related field

WORK EXPERIENCE

  • 4 years of related functional experience
  • 1 year of management experience
  • Some experience in project management, user-testing, and implementation and/or development of financial structures, policies, and procedures

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. This position requires a high degree of mental concentration and sound and broad conceptual judgement to properly perform the duties of the position.
