The Department of Forestry and Fire Protection (CAL FIRE's) Technical Services (TS) Program is responsible for the planning, funding, surveying, design, construction, maintenance and real property management of CAL FIRE's buildings and infrastructure throughout the State. The TS Program is headquartered in Sacramento with Region administered TS offices and staff located in Redding, Santa Rosa, Fresno and Riverside.

Under administrative direction of the Deputy Director, Management Services, the Assistant Deputy Director, Technical Services plans, develops, recommends, and implements statewide policies and standards, mandates, procedures, operations, and activities for the CAL FIRE TS Program, including real property inventory, statewide property acquisition, leasing, facility management, maintenance, replacement, and relocation of facilities and infrastructures and provides project management oversight for all of the department's major capital outlay projects.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
    • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

    In your Statement of Qualifications (SOQ) document, please address how you possess each DESIRABLE QUALIFICATION (numbered below) using specific examples of your education, training, and experience. Please ensure all examples provided were obtained at a supervisory/managerial level.

  • Describe at least two examples in which you were required to provide direction in a decentralized organization, while ensuring that each program within your scope of responsibility effectively interfaced to produce a desired outcome.


  • Describe at least two examples of your experience which has included broad administrative or program manager capabilities, with substantial participation in the formulation, operation, and/or evaluation of program policies in the areas of facility operations, maintenance, replacement, relocation, and planning decisions.


  • Describe at least three examples of your experience planning, organizing, and directing the work of multidisciplinary staff, and your ability to create a positive working atmosphere.


  • Describe at least two examples of experience in which you were responsible for providing project management oversight for all major capital outlay projects or other similar long term project management functions.
