The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

- Bachelor's Degree in Business Administration
- Master's Degree preferred
- Certified Purchasing Manager (CPM) preferred
- Texas Association of School Business Officials Certification (TASBO) preferred
- Minimum of 5 years of experience in purchasing
- Minimum of 3 years of experience in a school district or government entity
- experience in Construction and Contract Management preferred
- Demonstrated knowledge of federal, state and local rules, regulations and best practices concerning procurement
- Demonstrated knowledge of automated purchasing systems
- Demonstrated leadership and management skills
- Demonstrated organizational skills
- Demonstrated knowledge of Texas Education Agency Financial Accountability System Resource Guide, preferred
- Ability to problem solve, think critically and manage conflicts
- Strong communication, public relations and interpersonal skills
- Strong computer skills and technology implementation
