The Staff Services Manager I (SSM I) Specialist serves as the Statewide MMBI CDT Assistant Project Delivery Manager under the general direction of the Staff Services Manager III (SSM III) of the Middle-Mile Broadband Initiative (MMBI) at the California Department of Technology (CDT). The Middle-Mile Broadband Network (MMBN) is the largest publicly owned fiber optic network in the United States, valued at approximately $4 billion .

The SSM I works with project stakeholders and provides functional oversight for material and solutions provider contracts, permitting activities, design progress, and construction operations. The SSM I is responsible for the coordination and deployment of repeater equipment stored in multiple locations throughout California, also known as "hubs." The SSM I acts as a subject matter expert (SME) in preconstruction management, right of way acquisitions, and project management. SSM I ensures the completion of the MMBI project within the timeframe required and state law and federal regulations .

Working Conditions
  • Must be able to work under pressure within tight timeframes.
  • Some work may be done remotely and location flexible.
  • Must be willing to travel to various locations within Sacramento area and the state as needed.
  • May be required to work outside of normal business hours. May be asked to work after hours and weekends on occasions.
  • Will be required to carry a State approved mobile computing device (e.g., cell phone, laptop).

STATEMENT OF QUALIFICATIONS (SOQ) REQUIRED

  • Familiarity with broadband fiber network elements and fiber optic construction methods
  • Bachelor's degree in Business Administration.
  • Experience with broadband policy and issues related to broadband access and infrastructure.
  • Experience in working with public agencies.
  • Experience in facilitating communications in a respectful and culturally sensitive manner to priority populations.
  • Ability to work collaboratively and maintain respect with stakeholders and colleagues.
  • Ability to speak confidently in front of stakeholders, community partners.
  • Ability to accept multiple assignments and meet critical deadlines.
  • Willingness to travel within state of California.
  • Proficiency with Microsoft programs including MS Excel, MS PowerPoint, MS Teams
  • Ability to perform independently at a high-level with minimal supervision.
  • Construction Management experience
  • Experience in business analysis with an expertise in project management
  • Certified Project Management Professional (PMP) is desired
