Job Duties

Do you enjoy working hands on? Are you knowledgeable of Virginia coal surface mining and reclamation regulatory and abandoned mined land reclamation programs? Do you have supervisory experience in an organization providing services to the public? Then look no further! The Virginia Department of Energy, Mined Land Repurposing program, is seeking an Assistant Reclamation Inspector Supervisor to administer an approved statewide coal surface mining and reclamation inspection and compliance program in accordance with Virginia laws and regulations. The successful candidate will provide direct supervision to field inspection staff, ensure that lands affected in coal mined areas do not adversely affect the environment or the public health and safety, and handle performance management of Reclamation Services field employees. This position will primarily work within the localities of Buchanan, Dickenson, Russell, and Tazewell County.

Minimum Qualifications

The successful candidate should have the following knowledge, skills, abilities, and experience in order to qualify for this position:
• Knowledge of scientific and engineering principles related to the duties of this position
• Ability to effectively manage employee's implementation and administration of the Virginia Coal Surface Mining and Reclamation regulatory and Abandoned Mine Land reclamation programs
• Ability to communicate effectively orally and in writing
• Skilled in the use of engineering and scientific equipment (such as GPS unit, water/soil testing kits), digital photographic equipment, and have proficient skills with personal computers and computer systems (e.g. MLR Eforms, MLR Enforcement, Microsoft Office) utilized by the Reclamation Services (RS) staff
• Skilled in 4-wheel drive vehicle operation and basic maintenance in accordance with agency guidelines and procedures
• Supervisory experience in an organization providing services to the public, plus significant experience in conservation, reclamation, mining methods and supervision
• Considerable experience in the conservation or reclamation field
• Experience with engineering principles, inspection of coal surface mining permits, reclamation, equipment safety, real estate information, environmental assessment, overseeing grants, and construction cost estimates
• A valid driver's license with a good driving record

Additional Considerations

• Virginia Certified Surface Mine Foreman and Surface Mine Inspector Certification preferred
• Ability to conduct required safety inspections on construction/surface mining equipment preferred
