Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Air Pollution Control Program, and will be located at 1659 East Elm St., Jefferson City, MO.

The Division of Environmental Quality, Air Pollution Control Program seeks an Assistant/Associate Engineer. The Air Pollution Control Program team serves the citizens of Missouri by protecting air quality and implementing the Clean Air Act. The Air Quality Planning Section develops Missouri's strategic plan to ensure the state's outdoor air quality meets all federal health-based standards. This position collaborates with a team on complex projects requiring a variety of advanced technical, organizational, and communication skills.

What you'll do:
  • This position is an entry-level position that works with the unit to develop technical demonstrations and strategic plans. A critical component of this position is writing state plans and responding to comments received, drafting letters on federal actions, and drafting technical documents.
  • Work closely with the team to evaluate air monitoring measurements, emission inventories, emission growth and control factors, and emission control strategies to support the core functions of the unit. This includes: determining areas of the state that meet and do not meet federal air quality standards; developing infrastructure plans that explain how Missouri will implement any new or revised standard; developing plans to ensure emissions in Missouri are not negatively impacting outdoor visibility in any federally protected class I areas; developing nonattainment area plans to return areas in the state that are not meeting an air quality standard to compliance; and developing maintenance plans for areas of the state that once violated a standard but have since returned to compliance.
  • Collaborate on rulemakings with staff throughout the Department, stakeholders, government agencies, industry, and the public to ensure that the state's air quality requirements comply with Missouri Air Conservation Law and the United States Clean Air Act.
  • Work with the team to evaluate emission control technology strategies to comply with Clean Air Act requirements relating to visibility, reasonably available control technology, and attainment of federal outdoor air quality standards.
  • Review and interpret state and federal regulations and legislation and provide technical assistance to the public, other agencies, and political organizations.
  • Consult with officials, owners and operators of emission sources, members of the public, engineers, scientists, and specialists with regard to laws, regulations, and engineering requirements relating to the federal Clean Air Act and Missouri Air Conservation Law.
  • Attend training and seminars to continuously work on professional development, expand technical knowledge and skills, and identify process improvements and efficiencies.
All you need for success:

Minimum Qualifications
  • Bachelor's degree in any relevant field of engineering and 0-4 years of relevant experience.
  • Ability to travel/valid driver's license.

  • Advanced problem-solving skills
  • Highly developed technical writing, research, analysis, and reporting skills
  • Experience presenting to large groups and facilitating meetings and workgroups.
  • Aptitude for explaining complex information in simple and easy-to-understand terms.
