Summary

The incumbent of this position serves as the Associate Director, Administration and Planning in the Division of Risk Management Supervision (RMS), Operations Branch, Administration Planning, of the Federal Deposit Insurance Corporation in Washington, D.C.

Salary reflects a pay cap for this position of $300,000.

Duties

  • Oversees effective and efficient Divisional programs relating to Talent Management, Entry-Level Examiner Hiring, other division-wide hiring efforts, financial management, contracting/procurement, records, performance management, strategic planning, and workforce analysis to ensure the Division meets mission needs.
  • Ensures the Division's staffing levels and resources are adequate and address the Division's workload. Employs approved staff modeling and evaluation tools to forecast operating performance, improve operations, increase workforce diversity and inclusion, better use employee skills, and reduce redundancies and other inefficiencies. Evaluates and oversees updates to staffing models as appropriate.
  • Reviews the adequacy of resources for the Division's operating needs and ensures appropriate justification is developed to support requests for additional resources, oversees the evaluation of changes in division organization and function and the realignment of personnel, as needed.
  • Directs reporting requirements for staff and programs; Assigns and directs project and program changes to improve effectiveness of programs, including skill gap analysis for knowledge transfer, management, and cross training of tasks, concepts, practices and policies specific to the section to build bench strength and prevent single points of failure.
  • Provides strategic direction, oversight and leadership for administrative activities addressing RMS Labor and Employee Relations (LERS) issues. Serves as executive leadership and secondary approver for LERS resolutions requiring higher level review. Contributes to the evaluation and revision of FDIC policy changes in LERS programs, in collaboration with HR and other stakeholders.
  • Provides oversight and executive direction on RMS Budget planning, tracking and execution. Approves changes and realignment of funds and provides direction and oversight of short- and long-range planning. Reviews and approves changes and strategies, ensuring alignment with operational needs and divisional goals.
  • Establishes goals and implements planning for Division mission, workforce, and resource management strategies which enable the Division to perform its mission and meet its short- and long-term goals and objectives for the Core Functions. Coordinates and manages integrated projects, providing direction across organizational lines, and developing and presenting recommendations and alternative programs or solutions to specific problems for consideration by the Division's senior management.
  • Leads the development and implementation of comprehensive project plans that address critical interrelated administrative and financial business priorities from initial concept definition through successful change management, final implementation, and transition to business as usual, ensuring that project teams meet their overall objectives, budgets, and timelines.
  • Exercises supervisory personnel management authority indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and evaluating work performance and providing feedback. Identifies training and developmental needs for branch and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills and abilities can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience 1: Experience overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals.

Leadership Experience 2: Experience managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues.

Leadership Experience 3: Experience overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff.

Technical Experience 1: Experience in project management and providing data driven recommendations at an enterprise wide level.

Technical Experience 2: Experience in strategic planning including human capital initiatives pertaining to succession management, competency modeling, and benchmarking and experience developing and implementing an enterprise wide DEIA strategy.

Technical Experience 3: Experience with end-to-end experience with contract management.
