By supporting early education programs and teachers through research and evidence-based training, resources, and guidance, the EED helps ensure all of California's children have access to high-quality services and education and have a strong early learning and care foundation for school and lifelong success.

The California Department of Education (CDE) is currently recruiting for an Associate Director of the EED. The CDE Associate Director is an integral part of the CDE's leadership team. The Associate Director is responsible for providing support and recommendations to the Division Director in leading the implementation of the State Superintendent of Public Instruction's (SSPI) priorities and initiatives to ensure children have access to high quality early learning and thrive and succeed in early learning settings and beyond. The Associate Director directly supervises Education Administrators and Staff Services Manager I and provides leadership and oversight to the Program Quality Implementation (PQI) Offices and the Universal Prekindergarten Implementation and Support Office. The Associate Director oversees the determination of special projects and ongoing work assignments as well as determines responsibilities, including the implementation of the UPK System of Support in the PQI section. In compliance with Department standards, the Associate Director is responsible for administering staff performance and staff-evaluations, conducting trainings as well as approving training and leave.     Knowledge and Abilities
    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledge of state laws ( Education Code and others) and regulations (Title 5 and Title 22) that govern early education programs; federal laws and regulations that govern federally funded early education programs; California Early Learning System including the Preschool and TK Learning Foundations, Frameworks, Desired Results Developmental Profile, Early Learning Teacher Competencies; a working knowledge of the current CDE-administered UPK programs including the CSPP, transitional kindergarten, and other programs; he organization and functions of the CDE and the organization and prac t i ces of the California State Legislature and U.S. Congress related to CDE-administered UPK programs and childcare and development programs not administered by the CDE; principles, practices, and trends of public administration, public education, o r ganizat i on, bu d geting , and management ; t echniques of organizing and motivating groups; educational program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniq u es, and the responsibility of managers to promote equal opportunity with hiring and emp l oyee develo p ment and promotion , as well as their responsibility in maintaining a wo rk enviro nm e n t tha t is f r ee o f discrim i nation and h arassment.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience at the administrative level providing leadership and implementing, managing, and/or coordinating early education programs, including development and/or implementation of federal and/or state program laws, rules, regulations, and policies.


  • Experience at the administrative level managing multidisciplinary professional and analytical staff and leading staff development and team building efforts in order to advance the activities of a diverse organizational structure.


  • Experience at the administrative level collaborating and working with advisory bodies, boards and/or commissions, and policymaking groups and with a variety of internal and/or external groups (e.g., the Legislature, the federal government, other state agencies, school districts, advisory committees, etc.), on legislation, funding, or high profile and politically sensitive issues.


  • Experience at the administrative level in strategic planning, performance measurement, benchmarking, and organizational development in order to add value to the organization and increase the efficiency and effectiveness of its programs.


  • Experience at the administrative level in effectively planning, implementing, and monitoring state and federal funding, including budgeting, grants management, monitoring, establishing effective controls, and reporting of results.


  • Examination Information
    The examination process will consist of an application, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the "Desirable Qualifications" listed above, and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.
