Under the general direction of the Assistant General Counsel (AGC) and in coordination with the Delta Attorney V, the incumbent independently, and with broad discretion, performs the more sensitive and complex transactional and litigation work related to State Water Project (SWP) obligations in the Delta. With broad discretion and independence, the incumbent advises the Delta Conveyance Office (DCO); the Delta Attorney V; the AGC; and Office of the General Counsel (OGC) Management on SWP projects and programs with a focus on State and federal environmental laws and regulations and implementation of inter-governmental strategies, including environmental and technical investigations and property access, habitat restoration, endangered species permitting, consistency with delta plans, and related activities.

  • Experience with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).
  • Experience drafting agreements.
  • Experience with the Endangered Species Act (ESA).
  • Experience with the Department of Water Resources (DWR) and State Water Project (SWP).
  • Experience with the Public Records Act (PRA), and Delta Reform Act.
  • Experience drafting and reviewing legal documents related to CEQA and other litigation.
  • Experience with the U.S. Army Corps of Engineers Section 404 and Section 408 programs.
  • Experience in property rights, and administrative record management.
