Job Summary

  • This position provides administrative support, data analysis, and BenefitTransactionssystem support for the PeopleSoft (SEMA4) Benefits Administration module. The primary function is to manage employee benefit transactions created by state agency Human Resource departments and Employee Insurance (EI) that are processed through Benefits Administration, COBRA and Benefits Billing.
  • The focus is to monitor transactions; research, analyze and resolve conflicts in data or system processing as it impacts employee insurance eligibility. This position serves as a key source of system information and provides guidance to EI, state agency Human Resources and Payroll regarding system set up, transaction procedures and processes, and requirements/impact on other PeopleSoft (SEMA4) modules.
  • This position is responsible for researching, analyzing, and resolving issues related to benefit transactions and tracking issues and escalating to other areas across the enterprise to provide resolution as needed.

Qualifications

Minimum Qualifications

Three (3) years of para-professional experience, or an equivalent combination of post-secondary training, education and/or professional experience that demonstrates the following knowledge, skills and abilities:

  • 1-year minimum experience working with PeopleSoft HCM, SEMA4 (Human Resources or Benefits) of similar type transactional processing databases.
  • 1-year minimum experience processing HR and/or benefit transactions within PeopleSoft HCM, SEMA4 (Human Resources or Benefits) or similar type transactional processing databases.
  • Understanding of specific HR/employee data, how it is used, and what the impact is on Benefits.
  • Intermediate understanding of bargaining unit
  • Working knowledge of various employee insurance plans and eligibility.

Additional skills assessed at interview:
  • Demonstrated experience with detailed research, data analysis and problem resolution.
  • Effective written and verbal communication skills sufficient to write, respond or present to varying customers.
  • Experience with Word, Excel, Outlook.
  • Ability to work independently and prioritize work.
  • Human relations skills sufficient to establish and maintain effective working relationships with co-workers and diverse customers.
  • The ability to read, comprehend, speak and write English.

Preferred Qualifications
  • E xperience working in a union environment.
  • Experience working with reporting tools such as PS Query,, and Document Direct
  • Knowledge and understanding of insurance related laws, policies and standard principles of group insurance (e.g. COBRA, HIPAA, ERISA, ACA, enrollment, billing, insurance eligibility)
