The Budget Analyst - Clinical Trials Office (CTO) is responsible for providing professional-level assistance to the Budget Office to evaluate business, operational, and technology practices and processes in order to enhance the quality and delivery of services to the University. This position assists with implementation of specific budgetary functions, to include but not limited to comparative and analytical report production and assisting with preparation and production of the annual operating budget.

Responsible for providing professional-level services to the Clinical Trials Office by performing coverage analysis, budget negotiation, calendar builds for the Clinical Trial Management System (CTMS), contractual agreements, and communications.

Duties:
  • Coverage Analysis. Build a coverage analysis by working closely with study staff, physicians, OUHSC Billing Compliance, OU Health, other OUHSC departments and SCC leadership to ensure billing compliance for all Clinical Trials at the Cancer Center.
  • CTMS Calendars/Integration. Build calendars for tracking of accounts receivable based upon the budget and contract on each trial. Work closely with the Finance team in Administration on questions or concerns to assist with collection. Provide feedback to staff on appropriate use and function of the calendars. Work with business partners to ensure data can be provided in a timely manner and a way required in order to receive payment in a timely manner.
  • Process Optimization & Integration. Assist with launching and managing processes through SOP and WPG maintenance to enhance performance of the team and its initiatives. Assist with coordinating cross-functional efforts to focus on core process performance, strategic objectives, and customer satisfaction.
  • Budget Negotiation/Preparation. Negotiate with pharmaceutical companies to ensure cost coverage on all trials. Provide support to the Proposal Services team on grant submissions related to Clinical Trials, develop budget estimations for Letters of Intent with pharmaceutical and other strategic business partners.
  • Coordination of Contracts. Work with external parties to initiate and develop contractual documents for each trial and ensure all necessary tests/procedures/labs/etc. are accounted for on each study requisition. Communicate to staff the proper usage of such documents and provide updates on any revisions in process.
  • As Needed. Perform various duties as needed to successfully fulfill the function of the position.


Job Requirements

Required Education: Bachelor's degree in Accounting, Finance, or other business-related field AND:
  • 12 months experience in auditing, budget, accounting, or other business position.

Equivalency/Substitution Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 60 months of related experience.

Skills:
  • Strong analytical, problem solving, decision making, interpersonal, communication and project management skills
  • Significant exposure to various operational and managerial workplace models
  • Well-developed numerical skills, including the ability to perform complex financial analyses
  • Sound understanding of the principles of finance, valuation techniques, and financial statement analysis
  • Working knowledge of the technology marketplace and of available technology products and business solutions
  • Fluent PC skills, including the ability to utilize basic office and various other analytical software applications
