Duties

As a Supervisory Budget Analyst within the Oklahoma Texas Water Science Center, some of your specific duties will include:

  • Monitoring, tracking, and reconciling obligations and expenditures throughout budget execution phases, formulating, coordinating, administering, project budgets and providing guidance, monitoring, and revisions to project accounts.
  • Responsible for planning and scheduling work, assigning work, evaluating employee performance of 3 or more direct reports.
  • Works with Center leadership, science, technical, and support staff to ensure control processes are in place and properly managed.
  • Communicates orally to prepare and present budget justifications, analyses and provide guidance on various policies, regulations, and standards.
  • Designs and participates in training sessions for personnel in budget preparation, budget execution, status of funds, and financial control.
  • Serves as part of first-line supervisor group, carrying out DOI, USGS, and Center mission and vision.
  • Generates and analyzes reports from standard automated systems (e.g., finance, program and budget, procurement, travel, time and attendance) and develops local applications to facilitate the effective management and control of organizational funds. Prepares guidance and instructions for distribution to managers regarding budgtary and fund control matters related to travel, training, overtime, human resources, and use of overhead monies in general.

Qualifications

For GS-12:

Applicants must meet the following to qualify for the GS-12 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service.

Examples of GS-11 level work: Compiling and communicating fiscal information, orally and in writing to peers and higher level government officials, including the development of formats for reports, studies and charts; Completing budget schedules and work sheets and consulting with program officials with regard to those items that need interpretation, clarification or additional support; Preparing financial analyses to support the budget estimation process; Working with the financial system and understanding its relationship to the budget process for reporting, analysis and review of programs; Inputting and maintaining funding control data in the financial system, ensuring that the information is consistent with apportionments.
