Budget Analyst

As an Associate Governmental Program Analyst you will have the opportunity to:

• Act as lead in the preparation of the Department's annual budget in accordance with the direction provided by the Department of Finance (Finance) and the State Administrative Manual (SAM)
• Complete complex budget drills such as Control Section 3.60, Item 9800, budget
• position transparency drill, and past year incremental drill
• Create and upload budget information into Hyperion using various budget-related processes such as Baseline Budget Adjustments (BBAs) and Revenue, Transfers, and Loans (RTL), creating Budget Revision (BR) numbers/containers, and uploading Budget Change Proposal (BCP) templates
• Reconcile the State Controller's Office (SCO) Schedule 8 report of established positions to the Department's position control roster and prepares the annual Supplemental Salary and Wages Schedule (Schedule 7A)
• Develop, update, and maintain the Department's position control
• roster to reflect changes in positions, funding, and reporting structures
• Utilize the position reconciliation and funding data in supplementary budget drills

• Knowledge of methods for collecting and analyzing data to make recommendations
• Abilities in Microsoft Outlook, Excel, Word, Teams, and FI$Cal/Hyperion
• Ability to reason logically and creatively
• Ability to utilize a variety of analytical techniques to resolve complex budget issues
• Ability to effectively communicate both verbally and in writing
• Ability to establish and maintain priorities and develop and effectively utilize all available resources
• Ability to gain and maintain the confidence and cooperation of co-workers, departmental management/supervisory staff, and staff from other state agencies

Statement of Qualification (SOQ) Instructions

A Statement of Qualifications (SOQ) is required for the hiring manager's review. Applications submitted without an SOQ may be disqualified.

The SOQ should not be more than 2 pages in length and Arial font size 12. The SOQ needs to answer three questions and must be in the same order.

2. Please describe your knowledge and/or experience of the state budget?

3. Please describe your experience providing recommendations related to fiscal impacts, please provide the steps you took.
