Under the supervision of the Staff Services Manager I, with lead from the Staff Services Manager I (Specialist), the Staff Services Analyst (SSA) performs a variety of tasks associated with the development and maintenance of a division(s) budget. The SSA analyzes and solves budget issues and makes recommendations to management for an appropriate course of action. Duties include, but are not limited to:

• Coordinate and provide the central control point for the preparation and monitoring of division budgets for which the analyst is responsible.

• Prepare complex worksheets, revised galleys, and supplementary schedules of the Governor's Budget in compliance with the Budget Act and other legislative or executive decisions.

• Prepare and utilize internal reports to ensure the budget development is reconciled with internal control documents and Department of Finance (DOF) schedules and planning estimates.

• Prepare various budget adjustments for DOF such as retirement, employee compensation, Pro Rata, and State-wide Cost allocation Plan (SWCAP) adjustments, etc.

• Analyze revenue projections for the Department's special funds and prepare fund condition statements at both the individual program and Department-wide levels; work with programs to ensure projected revenues are sufficient to fund projected expenditures and advise when fee increases or expenditure reductions may be necessary.

• Prepare worksheets for budget allotments, including program code establishment; analyze and assist programs in developing Budget Change Proposals (BCPs) and make recommendations to management; prepare budget revisions and allotment transfers.

• Review and analyze budget reports and financial data; identify fiscal problems; recommend appropriate courses of action and work with Financial Services Branch and program to resolve.

• Analyze and assist programs in the development of Continuously Appropriated Budget Packages, review of fund condition statements and monitor for fiscal solvency.

• Review and analyze monthly expenditures and programs' mid-year expenditure projections to ensure programs are within authorized budgets.

• Review budget requests, prepare analyses and make recommendations to management.

• Research fiscal impact of pending legislation and assist in reporting the findings to Executive staff.

• Verify funding and encumbrance and liquidation deadlines and gather data to determine trends of program performance.

• Provide a variety of budget information and assistance to program managers.

• Research and compile data in response to various inquiries and recommendations from the DOF, Governor's Office, Legislative Analyst's Office, and Legislature.

Working Conditions

The duties of this position will be conducted indoors and outdoors. The employee's modular workstation is equipped with standard office furnishings, a computer with monitor, a telephone with voicemail, and stationary filing drawers.

Travel to various locations throughout the State in order to attend meetings, trainings, and/or conferences is required.

Incumbents must be able to establish and maintain effective working relationships with those contacted during the course of business, work well under pressure, make appropriate decisions and well thought out recommendations, work independently in completing assigned work and meet required deadlines.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information
The Office of Budget and Program Analysis (Budget Office) serves as the California Department of Food and Agriculture's fiscal policy advisor, promoting responsible resource allocation through the Department's annual financial plan. The Budget Office is responsible for ensuring the financial solvency of the Department and provides resources to all programs in an endeavor to accomplish the goals and objectives of the Department's Strategic Plan.

This hybrid on-site (in-office)/telework position is at the headquarters of the California Department of Food and Agriculture, located in downtown Sacramento at 1220 N Street, Sacramento, California, across the street from the state Capitol and Capitol Park.
