Summary

This position is located at the National Cemetery Administration in Washington, District of Columbia.

This position serves as a budget analyst and reports directly to the Chief, Budget Execution Division, National Cemetery Administration (NCA). The primary purpose of this position is to perform a wide variety of administrative and analytical duties connected with funds allocation, budget execution, cost analysis and management. This position is located in Washington, D.C.

Duties

  • Analyzes the resource requirements and cost structure for large segments of NCA's complex nationwide programs, which include a system of 155 national cemeteries nationwide, grants to states, a construction program, and offices that provide burial benefits such as headstones and markers to veterans everywhere.
  • Develops
    • and applies a sophisticated budget allocation strategy and methodology for NCA that will consider varying workloads, difficulties in accomplishing the workload that vary from site to site, geographical cost variances, differing infrastructures and equipment ages and availability, and numerous other factors.
  • Develops operating budget plans for Central Office and other centralized support offices of

    NCA.
  • Reviews, analyzes, consolidates, and revises budget estimates, requests, and operating budget plans submitted by field components and other NCA organizations.
  • Monitors execution of plans, analyzes variances, reports on findings, and makes recommendations for fund reallocation as appropriate.
  • Analyses cost accounting data and performs other cost studies. Analyzes cost variances from cemetery to cemetery and reports on findings. Recommends cost management strategies to improve efficiency in use of available funding.
  • Develops, recommends, and implements policies related to budget execution and cost analysis/management.
  • Writes, updates, and reviews NCA policy statements, directives, handbooks, and instructions.
  • Participates in the development of VA-wide budgeting policies.
  • Interprets and applies Executive Orders, OMB guidelines & directives, Congressional committee reports, and legislations. Provides guidance to management and support staff of the cemeteries, Districts, and other NCA offices.
  • Represents NCA to other VA organizations, including serving on financial system development teams to assure NCA's budget execution and financial management requirements are considered and included. Performs special projects and analyses that cut across geographic areas, object classes, and line items.


Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Compressed/Flexible Schedule: May be available.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 05/03/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience, as described below

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of federal financial management; the concepts, principles, practices, laws, and regulations of budgeting sufficient for analyzing national, mission-related programs of and exceptionally large and complex nature. Skill in applying expert knowledge of the financial and budgetary relationships between the subordinate and most senior levels of financial management and budgeting within an agency sufficient to perform the following:
  • Analyze the resource requirements and cost structure for large segments of complex nationwide programs- Interpret and assess the impact of new and revised Congressional legislation on the execution of budgets and cost management;
  • Develop a sophisticated budget allocation strategy and methodology that will consider varying workloads, difficulties in accomplishing the workload that vary from site to site, geographical cost variances, differing infrastructures and equipment ages and availability, and numerous other factors;
  • Analyze the potential effects of various budget allocation strategies on achieving goals and objectives- Develop, recommend, and implement budgetary policies;
  • Render authoritative interpretations of Executive Orders, OMB guidelines and directives, and policies and precedents related to budget execution and cost analysis/management

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, and no special physical effort is required. Work may require some walking and standing in conjunction with travel and with attendance at meetings away from the work site.
