General Description

Under general supervision, provides advanced or specialized technical assistance in the preparation, development, analysis and monitoring of an assigned portion of the annual school budget. Complex work is performed with specific departmental objectives and policies. Contacts are frequently made at all organizational levels within and outside the school division. Actions impact multiple organizational units and considerable professional judgment is required.

Essential Job Functions

Essential Job Functions :
  • Develop budget
    • Coordinates with assigned department stakeholders and advises on established policies, guidelines, and procedures;
    • Prepares "what-if" scenarios for various decision points;
    • Development or analysis of fees or rates as applicable.
    • Analyzes historic trends for assigned portfolio;
    • Reviews initiative requests and/or operational program improvements received from stakeholders;
  • Monitors assigned departmental appropriated budgets to ensure compliance with spending limitations and chart of accounts
    • Prepares budget analysis of current trends, long-term trends, and/or significant budget increases/decreases over prior year expenditures as necessary;
    • Coordination and analysis of requests for operating program improvements during the budget process and throughout the fiscal year;
    • Prepares quarterly analysis and projections of assigned department expenses;
    • Reviews requisitions exceeding $5,000;
    • Prepares or reviews budget change requests, and/or position requests;
    • Certifies fund availability and proper account coding for proposed expenses;
    • Monitors refunds, rebates, or recoveries as applicable to portfolio;
  • Serves as liaison between school departments, business office administration, and county departments
  • Assists in the creation of the annual Budget Book publication
  • Assists with development of the Annual School Report
  • Prepares FOIA responses for Office of Management and Budget related inquiries relevant to portfolio
  • Assist in annual clean-up and close-out of accounts at Fiscal Year end
  • Prepares required State Reports relevant to assigned portfolio
  • Any other duties as assigned

Contacts :
Daily contact with department personnel including fiscal techs, coordinators and directors, human resource administrators, finance department personnel and County personnel including accounts payable and purchasing. Contact with assistant superintendents, directors and outside vendors as needed.

While performing the duties of this job, the employee regularly works in an office environment. The noise level in the work environment is quiet to moderate .
Qualifications

Advanced knowledge of school and local government budgeting procedures and best practices. Advanced familiarity with state,federal and local laws, especially concerning public administration and school budgeting. Experience/familiarity with Virginia Department of Education funding is strongly desired.

Skill in advanced mathematics, business analytics, forecasting, and research are required. Ability to read, interpret, synthesize, and analyze data and translate any findings into recommendations that can be easily understood and applied is strongly desired.

Knowledge in various computer applications
  • Financial software/Enterprise Resource Planning Systems
  • Microsoft Office (Word, Power point, Access and Excel applications (formula, pivot tables, etc.)
  • Google - GSuite


Ability to communicate effectively and concisely in both written and oral mediums; Strong ability to organize, meet deadlines, and analyze/react to complex situations. Must demonstrate the ability to collaborate effectively to establish and maintain good working relationships; excellent customer service skills; tact, and courtesy.

Requirements

Bachelor's degree in public administration, political science, business, finance, or other related degree or any equivalent combination of experience and training which would provide the required knowledge, skills, and abilities.
