The mission of the NM Division of Vocation Rehabilitation (NMDVR) is to encourage and assist the efforts of New Mexicans with disabilities to reach their goals for working and living in their communities. The Administrative Services unit handles all purchasing, procurement, administrative and contractual functions for the agency.

Why does the job exist?

The position is responsible for providing guidance and oversight associated with all federal grant reporting and daily federal draw downs in order to comply with DFA and federal cash management requirements. This position also ensures compliance with meeting standard deadlines for the completion and submittal of yearly operating budget and budget requests. Additionally, this position will track and monitor salary projections to ensure sufficient budget is available for the agency within the Personnel & Services category and submit budget adjustments when necessary. This position is also the primary manager of the DVR budget on an on-going basis during the fiscal year.

How does it get done?

Key Responsibilities include leading and managing the Budget and Grants Management staff of the agency to ensure compliance with deadlines and federal/state laws, rules, and regulations related to these services to include. To oversee DVR's grants management and related program grant expenditures and obligations, general ledger transaction activity, SHARE general ledger postings and related journal entries and federal grant reimbursements. Overseeing and assist with DVR's annual operating budget preparation and submittal and annual appropriation request preparation and submittal, assisting in the preparation of the division's on-going operating budget management to include revenue tracking and expenditure projection and budget adjustments for monthly, quarterly, and annual federal expenditure reporting. To implement and document best practices, procedures, and internal controls for DVR's Grants Management and Budget Programs that include procedures that will ensure DVR achieves compliant federal and state audits and to implement highly effective processes to streamline work, avoid redundancies, and establish best practices.

NMDVR Program staff, agency Chief Financial Officer, the Administrative Services Deputy Director, the New Mexico Department of Finance and Administration, and other Federal partners.

Ideal Candidate

The ideal candidate would would be able to make sound judgments on major decisions independently and in conjunction with agency management in the areas of budget sufficiency, grant utilization (expense and revenue projections for reporting), and experience working with federal grants. They will also have experience working within the SHARE grants module, and experience working with
general ledger reports. Preferred experience with Excel spreadsheets at an immediate to advanced level, including the financial and statistical functions, and utilizing pivot tables.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Extended periods of sitting, and may have to lifting 20 pounds or less. Some travel may be required periodically.
