The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals.

The NMSLO conducts projects on state trust lands to remediate, reclaim, and restore state trust land impacted by leasing activity or other environmental incidents as well as performing preventative maintenance projects to promote forest, rangeland, and watershed health, and make improvements to wildlife habitat. The NMSLO has traditionally used funds appropriated by the state legislature for the NMSLO's budget to conduct this work. The Agency would like to explore opportunities to receive external funding to expand its capacity.

This position is responsible for identifying federal, state, and private grant programs the agency may be eligible for, preparing applications for those grants, and managing the administration of grants awarded to the agency. This position will ensure compliance with standard accounting practices and Department of Finance Administration (DFA) guidelines for acceptance, distribution, and reporting of grant funds, and will coordinate submission of reporting documentation required for compliance with funding received.

How does it get done?

The Grants Manager is responsible for researching and identifying federal, state, and private grant opportunities; writing and preparing applications for grants in coordination with other Surface Resources Division (SRD) staff and project coordinators; and administering grants awarded to the Agency. Grant administration will include reviewing, understanding, and ensuring compliance with terms of each grant; coordinating and tracking all procurement for the grant with the associated project coordinator and the Accounting Division; tracking and auditing all expenditures related to the grant; collecting data and preparing grant reports for the awarding entity and internal program reports.

Who are the customers?

This position services the Surface Resources Division and will primarily be working with project coordinators within this division and the Accounting Division staff. There may be overlap with the Office of General Counsel and the Oil, Gas, and Minerals Division for projects that involve the cleanup of legacy sites related to mineral estate damages.

Ideal Candidate

The ideal candidate will have:
-A strong background in fiscal management and experience working under standard accounting procedures
-Familiarity with State of New Mexico procurement policies, and grant administration for New Mexico state agencies is preferred
-Experience with Federal grant administration and implementation encouraged
-The candidate will need to be comfortable contacting various organizations and agencies to learn about grant opportunities and quickly identify which ones fit with our objectives and are worth pursuing
-Strong writing skills with specific experience in writing grants for environmental and conservation projects will be very helpful

Minimum Qualification

Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License

Must obtain and maintain a state of New Mexico Defensive Driving Certificate

Working Conditions

The work is performed in an office setting with exposure to visual/Video Display Terminal (VDT) and personal computer and phone usage. Must be able to lift 25 lbs. May be required to attend meetings offsite. This work will include driving a state vehicle. Overnight travel is possible, but very infrequent.
