This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

A bachelor's or higher degree.

*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).

Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

The following activities are NOT considered qualifying experience:

Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.

Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.

Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.

Development of instructional materials and classroom training.

Help desk duties including troubleshooting, resolving user issues, and providing customer service.

For SG-18, Business Systems Analyst 1:

A bachelor's degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:

Preferred Qualifications:
At least two years of professional experience with a majority of the following: using recognized business analysis methodologies to elicit requirements from business users as the foundation for the solution to the organization's business needs; describing in a comprehensive written document (e.g., business case, fit-gap analysis document, or functional specification) what the system, process, or product/service must do in order to fulfill the business requirement(s); using recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes; documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals; developing test scenarios, scripts, and data; performing and reviewing test results; and assessing the implementation of appropriate solutions to ensure they perform to the required specifications and that they are capable of achieving the design capabilities; and experience with data quality and quality control, developing metrics and technical reporting, and timely and courteous user support.

Duties Description This position exists within the Division of Environmental Permits which manages the review, evaluation and coordination of natural resource and environmental quality permit applications for the New York State Department of Environmental Conservation (NYSDEC). The incumbent would serve as a Business Analyst in the Division's Bureau of Permit Management, which manages NYSDEC's permit application information throughout the state.

Duties will include collaborating with staff in the Division of Environmental Permits to translate the business needs of permitting processes to workflows, business processes, software systems and applications. The Division is currently transitioning to an online permitting system, which will require the incumbent to help lead the transition from paper forms to on-line forms using Adobe in order to improve efficiency, data quality and effectiveness of data gathering for purposes of permit applications and program needs. The incumbent will also be expected to help lead the finalization of design and requirements for the new system.

Additional duties will include diagnosing issues in software that are inconsistent or ineffective for business processes and developing enhancements solutions to existing software, developing test scenarios and testing processes for new business solutions, and preparing documentation of business processes including flow charts, user manuals, video trainings, and guidance. In addition, multiple existing software systems require maintenance and enhancements, bug diagnosis, and improved business process flows, and there are a wide variety of business processes with which the incumbent will engage. In particular, the Division uses SharePoint to manage several business process flows such as security and permissions, bug reporting, and shared calendar systems.

This position may include infrequent overnight travel within New York State to attend trainings and meetings.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
