The Capital Projects Services (CPS) with the Department of Land Use and Transportation (LUT) is currently hiring for a Program Manager (PM).
CPS is a group of professional and technical experts who administer the planning, design, and construction of infrastructure projects throughout Washington County. These projects include roads, bikeways, bridges and sidewalks, and all are intended to improve safety, reduce bottlenecks, and address transportation demands. The Program Manager works in partnership with LUT leadership and will support the Department Director and CPS Manager in identifying, selecting, refining, and implementing a variety of evidence-based organizational development strategies, policies, and operational practices. This position will support the Department Director and CPS Manager in managing project and program controls for Washington County LUT's $595 million 2024-2029 Capital Improvement Plan. The PM will have the opportunity to establish program goals and objectives for core service delivery needs.
The Position
The Program Manager will be part of the management team that plans, prioritizes, assigns, supervises, and evaluates the efforts of a diverse workforce in meeting program goals and objectives. In this role, you will coordinate the work with a variety of professionals, technicians, contractors, stakeholders, agencies, and citizens. You will plan, organize, and supervise the oversight of the ODOT Certification Program in compliance with federal, state, local policies, and procedures. You will also conduct quality control reviews of staff records, documents, and decisions; audit project files for accuracy and compliance to ODOT Certification policies, procedures, and regulations; identify program issues and ensure prompt and appropriate action; and serve as a technical resource for staff.
This position manages the County's compliance with ODOT's Disadvantaged Business Enterprise (DBE) Program Plan. This plan requires the County to analyze and review its activities under the ODOT Certification Program Agreement and each Supplemental Project Authorization for a federally funded project issued to the County comply with ODOT and County DBE programs. They will ensure LUT is meeting Oregon Administrative Rule (OAR) and Oregon Revised Statute (ORS) requirements around ADA. The Program Manager will manage the operation and maintenance of LUT's ADA programs and ADA transition plan. This will include analyzing and reviewing federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance with existing regulatory requirements, develop procedures to implement new and/or changing regulatory requirements, and conduct analysis on industry best practices and trends.
The Program Manager will manage continuous quality improvement of LUT's capital program, including MSTIP . This position will help LUT gather and analyze data on the program's operations and develop required metrics and reporting structures to evaluate the program and how to communicate outcomes.
They will also be in charge of the Project Management software implementation and management. This position will be a superuser for software and main point of contact for all internal and external users. This position will provide, and coordinate management and staff training related to LUT PM software, monitor the operations, manage the performance, and work with staff to correct deficiencies.

Additionally, degrees in Finance, Public Administration, Business, Marketing, Communication, Engineering, and other related fields are preferred.
