Team Intro
The TikTok U.S. Data Security (USDS) Procurement Team plays a critical role in the business and is responsible for the strategy design and end-to-end processes involved in the purchase of goods and services in a sustainable and financially viable way in compliance with business standards.

The Procurement Team is responsible for sourcing and onboarding of new vendors, supporting the development of key company systems and processes, maintaining a strategic overview of project procurement management activities and ensuring that purchasing contracts and arrangements are fulfilled in strict accordance with legal requirements, project requirements, and business policies and procedures.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.

Responsibilities
The Category Manager is responsible for the category management of IT & Cyber Security spend categories (i.e., Saas licenses, IT equipment, security hardware, etc.) at USDS, including the development of category plans, execution of sourcing strategies, and management of supplier relationships. This role requires a deep understanding of IT & Cyber Security infrastructure, software, hardware, and emerging technologies, along with excellent analytical negotiation, and communication skills. The individual in this role is responsible for role modeling USDS Core Values and reports to the Head of Enterprise Services.

- Develop and maintain relationships with functional business stakeholders in respective group of categories.
- Develop category plans for categories in alignment with overall category management objectives.
- Develop the formal category requirements aligned to business priorities and category management objectives.
- Develop category plans based on analysis of spend data, supply market dynamics, category intelligence, and business requirements.
- Collaborate with business stakeholders to develop and build influence, evaluate, and change the status quo; identify and obtain buy-in for category strategy and value opportunities.
- Coordinate and implement strategic sourcing initiatives for assigned categories.
- Execute strategic sourcing projects using best practice sourcing methodology to deliver exceptional total value in partnership with key stakeholders across the business.
- Assess supplier capabilities and identify new suppliers.
- Prepare and present business cases and should-cost models; perform complex data analysis and build financial models (i.e., ROI, NPV, supplier scorecards, savings tracking, make vs. buy decision models).
- Analyze and summarize RFP responses and results and prepare recommendations for business stakeholders.
- Manage supplier performance within the supplier relationship management framework and category strategy.
- Establish and manage the governance processes with suppliers and outsourced partners for categories.
- Implement strategies to best manage the supplier base for categories, reviewing suppliers against contracted obligations/service levels and business expectations.
- Continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

Qualifications

Minimum Qualifications
- B.S./B.A. degree in Business (or other related degree programs), MBA highly desired
- 4+ years of related work experience in sourcing, contract negotiation, supplier management, outsourcing, and project management experience demonstrating success in positions of increasing complexity.
- Category management subject matter expertise and deep knowledge of source-to-pay (S2P) processes.
- Experience with purchasing systems including e-Sourcing, contract management and e-RFP tools.
- Solid organizational and time management & project management skills and the ability to execute on multiple projects, RFXs and contract negotiations simultaneously
- Proficiency in spend analysis, market intelligence analysis, financial analysis, demand/supply planning, sourcing strategy development, negotiation, stakeholder management, contracts management, supplier performance management, project management, etc.pend systems data and analysis
