The CEO of Delta Health is directly accountable to the Delta Health Board of Directors for the day-to-day operations and management of the hospital in accordance with the hospital Mission and Values Statement. The CEO's duties, functions, and responsibilities thus complement those of the Delta Health Board of Directors and establishes and directs overall operation of Delta Health activities in order to provide quality care to our patients.

Position Responsibilities:

  • Leadership. Provides visionary leadership that inspires the highest levels of performance in the delivery of health care and business and operational administration. Effective leadership while creating a positive and productive culture throughout the organization.


  • Medical staff relations. Develops and maintains effective and collaborative relationships with Physicians, Advanced Practitioners and other medical staff that inspire loyalty, ensures the ability to meet the health needs of the community and advances quality, patient safety and patient satisfaction


  • Operational management. Maintains an organized system of management and controls that ensure smooth function of hospital/health system operations, timely accomplishment of goals, and physical, financial and human resource viability and success. Authorizes purchases of major equipment and supplies according to policy. Directs budget preparation and changes in fee schedules to insure coverage of cost of operation. Oversee the development and implementation of programs and policies for patient services, quality assurance, public relations, Emergency Management Plan (EMP) and department activities. Ensures compliance with policies pertaining to patient care, personnel, medical staff, financial status, public relations, and maintenance of buildings and grounds.


  • Quality of care services. Ensures best practice, evidence-based approaches to consistently deliver exceptional, well-coordinated and integrated care that delivers high level outcomes and patient satisfaction.


  • Strategic planning. Develops, implements, and executes operational plans that ensure timely strategic goal achievement. Prepares long-range master plan, i.e., Strategic Plan, for the hospital.


  • Partnerships and negotiations. Develops strategic partnerships and ensures skillful negotiations that help to position the organization for success. Maintains liaison with other hospitals and other health facilities and other health facilities and services. Coordinates with their services through working transfer agreements.


  • Financial performance. Utilizes financial and analytical skills to lead, monitor and take actions that ensure the hospital/health system's financial stability and long term success. Regularly checks financial status of hospital to ensure the hospital's long-range financial stability; reviews the accounting system to be assured it meets the financial needs of the hospital; Responsible for conserving physical and financial assets of the organization.


  • Community relations. Fosters strong community relations and develops collaborative partnerships that advance the interests of the organization and contribute to the health and well-being of the community/communities served. Promotes public relations by attending community meeting s and speaking to civic groups on hospital policies issues, and status.


  • Delta Health Board of Directors relations. Manages the functions of the hospital/health system in accordance with the direction set by the Delta Health Board of Directors/trustees. Informs and advises the Delta Health Board of Directors/trustees on matters that influence and impact hospital/health system performance.


  • Human resources. Provides leadership that aligns and challenges the workforce, inspires loyalty and promotes fulfillment of the hospital/health system's mission, vision and values. Responsible for recruiting and selecting competent personnel to supervise activities of major departments. With management team reviews departmental staffing patterns, job descriptions, job classifications, wages and salary schedules.


  • Regulatory compliance. Ensures legal, regulatory and accrediting compliance and represents the hospital/health system in relationships with local, state and federal governing agencies. Complies with all HIPAA regulations. Reviews compliance of hospital with national, state and local standards and accreditation agencies and oversees evaluation procedures for all functional areas of the hospital.


  • Fiduciary Responsibility. The CEO is a fiduciary of the organization, and is obligated to act in the best interest and for the benefit of the organization at all times. The fiduciary duties of the CEO include:




    • The duty of loyalty;


The duty of loyalty requires the CEO to place the interests of the organization before any of their personal interests.



    • The duty to exercise reasonable care and skill;


The duty to exercise reasonable care and skill requires the CEO to make decisions that pursue the organization's interests with reasonable diligence and prudence.



    • The duty of good faith;


The duty of good faith requires the CEO to make all decisions with a conscious regard for his/her responsibilities as a fiduciary of the organization.



    • The duty of fair dealing;


The duty of fair dealing requires the CEO to act honestly in all contracts entered into by the organization. The CEO must not act contrary to the spirit of any contractual arrangement, or impede of injure the right of the other party to the contract.



    • The duty to disclose material information.


Information is material if, considering the specific factual circumstances involved, the information would have assumed actual significance in the deliberations of the Board of Directors, or would have been considered by Board of Directors as having significantly altered the totality of the available information.

Requirements

  • A minimum of five years of executive health care leadership experience.
  • A minimum of five to ten years of progressive experience in the health care field.
  • Bachelor's degree in business or health care administration or related field.
  • Master's degree in hospital administration (MHA), business administration (MBA) or other related field required.
  • Fellow of American College of Healthcare Executives (FACHE) certification preferred.
  • Knowledge of healthcare regulations and healthcare law.
  • Sound knowledge of clinical and medical scope of practice and laws pertaining to hospital operation.
  • Knowledge of local economic conditions and ability to adjust cost of operation to meet community ability to pay for services.
