Description: Job Summary:

The CAO is Southern California Permanente Medical Groups highest level administrative executive leading an assigned Service Area or Regional scope of responsibility. At both the medical center and regional level, in collaboration with the Area Medical Director or assigned physician partner, The CAO is responsible to develop the business and clinical strategy for a defined area and member population. They partner with the AMD and H/HP Senior Vice President, Area Manager to develop the market and capital strategy plans and to oversee all operations in both the ambulatory setting and select inpatient settings. They share accountability for overall Area performance and meeting the area financial margin target. The CAO is responsible for all aspects of HR management for employees within the Permanente Medical Group. The CAO is responsible to coordinate all day to day operations in order to deliver high-quality effective care to members. As a core member of the medical center leadership team, the CAO represents their medical center in regional forums. The CAO will manage all operations and performance in the areas of Care Experience, Affordability, Quality, Access and People/Culture.. CAOs have a responsibility to build effective partnerships and work in a collaborative manner both at the medical center and the regional level. The CAO is responsible to ensure effective organization structures exist to implement the operational plans needed to achieve the strategy. The CAO will ensure provision of quality care and service in a cost-effective manner. All CAOs will promote a climate of professional excellence and innovation and ensure implementation of system-wide and regional strategic initiatives and policies impacting services. The CAO is accountable to execute their responsibilities in a fiscally responsible manner.
Essential Responsibilities:

  • Effectively collaborate and partner with the AMD and Senior VP, Area Manager.

  • Make sound decisions on best use of resources in support of medical center and or regional priorities and strategies.

  • Provide leadership and guidance in stewarding the organization through inevitable change which integrates different points of view and builds ownership.

  • Support the successful operational implementation of strategic priorities.

  • Ensure the successful implementation of, promote, and operationalize the Labor Management Partnership throughout the organization.

  • As a member of the Medical Center Leadership Team, develop Medical Center vision and strategy.

  • As a member of the Regional Team, develop and support regional vision and strategy.

  • Develop and establish implementation plan for business strategy to achieve objectives.

  • Manage the day to day operations and or priorities

  • Provide leadership in building a team and an organization which will assume responsibility and accountability for achieving both the mission and financial/operational objectives of SCPMG and KP.

    • Provide strategic leadership in bringing together diverse constituencies for the purposes of conceptualizing, articulating, and implementing a shared vision for the medical center.

    • Provide leadership in creating a culture which is predicated on a growing trust and engagement amongst and between all stakeholders across the organization.

    • Maintain open channels of communication and foster information sharing.

      • Provide leadership in the development and execution of key strategies which differentiates KP from its competitors in the areas of service and clinical experience.

      • Promote open, effective, and ongoing communication and the sharing of information among and between KP employees, physician leadership and medical staff.

      • Create a culture which is decisive, action-oriented, flexible and poised to seize opportunities to advance quality, service, and performance.

      • Ensure the integration of quality, service, and efficiency improvements into day-to-day operations.

      • Establish clearly defined goals and objectives and ensure follow through in a timely manner.

      • Develops and implements policies and procedures which assure compliance with administrative and regulatory requirements.

      • Provide leadership in mentoring and developing direct reports and staff in a manner which emphasizes the importance of team work, collaboration, and the sharing of information, resources, and best practices amongst stakeholders across the organization.

      • Provide leadership and guidance in the development and implementation of ongoing programs to improve performance and manage costs, while improving the quality of patient care delivery.

      • Achieve/Exceed performance expectations throughout medical center operations.

      • Establish an environment that supports caregivers and enhances growth, communication, and job satisfaction.

      • With HR, direct the implementation of integrated human resources strategies to ensure quality, results in the identification, recruitment, retention and development of key human resources.

      • Develop and manage the operating and capital budgets for the medical center.

      • Establish medical center budget systems and directs activities for developing priorities and processes for preparing medical center and department operating, capital and remodel budgets, in conjunction with Area.

      • Stay abreast of current Health Care and Public Policy.

      • In partnership with the AMD, provide support and guidance to the Medical Center physicians.

      • Through direct engagement, actively represents KP and SCPMG in the local community.


      • In partnership with HR, resolves legal and HR issues to ensure compliance with all organizational and regional policies.
Basic Qualifications:
Experience

  • Minimum ten (10) years experience in managing a complex organization through a transition in its technology or business environment.

  • Minimum five (5) years experience as a senior leader (AMGA level or above) and managing in an integrated health care delivery system.

  • Must be able to work in a Labor Management/Partnership environment. Demonstrated experience working collaboratively in a business partnership with clinical, business, physician, and labor leaders. Experience with integrating systems and services to more efficiently maximize service and to support the organizations mission and goals.
  • Demonstrated experience with both strategy and operations
  • Demonstrated experience working with physicians in a managed care environment. Specific experience with PHOs, IPAs, group practices, and foundation models would be of great value.
  • Experience managing with physicians who have joint accountability.
  • Successful management experience in business outside of the direct health care delivery system environment is acceptable and will be given serious consideration.
  • Experience managing in a diverse environment (internally and with our members).
  • Experience assessing programs, evaluating organizational needs, designing process changes, and successfully implementing changes to process flow and patient care.
  • Extensive experience working with physicians and other clinicians; must have examples of successful collaborative efforts in a business partnership with clinical, business, physician, and labor leaders.
  • Experience with integrating systems and services to efficiently maximize service and to support the organizations mission and goals.
  • Demonstrated experience with both strategy and operations.
  • Thorough understanding of the health care industry, particularly related to physician relationships as well as nurse and ancillary care givers.
  • Thorough knowledge of legal, regulatory, ethical, managerial, organizational requirements, principles, and standards of care for hospitals and health care systems.
  • Demonstrated leadership and an ability to influence and motivate others.
