The CalHHS Office of Technology and Solutions Integration (OTSI) is responsible for managing the public-facing, statewide California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS). CalHEERS is the Affordable Care Solution in California and serves as the consolidated system supporting eligibility, enrollment, and retention for the California Health Benefit Exchange and Medi-Cal under the authority of two sponsoring departments, Covered California and the Department of Healthcare Services (DHCS). The OTSI State team provides operational oversight of a system integrator that is tasked with the maintenance and operations of the CalHEERS system and with ensuring effective governance and stakeholder engagement. Services include project management, service delivery and system delivery, contract management, vendor management, procurement and state and federal fiscal management.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Extensive experience with IT project management, IT contract and vendor management, and quality management methodologies and best practices as they relate to highly complex and large-scale interdepartmental technology projects
Extensive experience ensuring compliance with State-level policies and procedures relating to the procurement of large-scale technology solutions
Experience developing and managing enterprise level technology policies and procedures
Experience with IT Project fiscal and budget expenditures, the State Budget Cycle and developing State and Federal budget documents
Extensive knowledge of the State Contracting Manual and State Administrative Manual policy and applicability of State and Federal rules and regulations for technology procurement
Experience with California Health and Human Services Information Technology projects high desired
Ability to communicate effectively as demonstrated by strong written and verbal communication skills, strong negotiating skills, and the ability to represent the Project effectively with all levels of government, control agencies, the Legislature, key customers, stakeholders, and internal staff
Ability to adapt to changing priorities and work on multiple solicitations simultaneously to meet tight deadlines
Ability to take initiative and apply extensive decision-making authority
Ability to exercise a high degree of initiative, independence of action and originality, and must demonstrate tact and sound independent judgment
Ability to identify problems and make recommendations for alternatives and solutions

Supplemental Questionnaire Instructions

A Supplemental Questionnaire consists of a series of questions and a mechanism for obtaining an applicant's qualifications and experience in job-related areas. The Supplemental Questionnaire must be titled "Supplemental Questionnaire" at the top of the first page, typed in a minimum of 12-point font, single spaced, on standard sized paper (8.5" X 11"), and no more than 2 pages in length.
