Introduction

The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting for a Children, Youth, and Families (CYF) Section Manager in the Bureau of Prevention Treatment and Recovery (BPTR). BPTR promotes overall wellness through the management and support of community mental health and substance use services for people of all ages and backgrounds.

We offer the option to work remotely up to 5 days per week. You will be headquartered at one of the central or regional office buildings throughout the state. You will need to go into the office periodically for meetings, events, training, onboarding, and other operational needs.

Position Summary

As the CYF Section Manager, you will oversee policy development, grant funding, contract administration, training and technical assistance related to children, youth and young adult mental health and substance use disorder treatment services. Service programs include Coordinated Services Teams (CST) Initiative, Family Support Services, Youth Justice, Youth Substance Use Programs, Transition Age Youth, Adolescent Substance Use Treatment, and Prevention, Protection and Advocacy, and Gambling Awareness grant programs. Responsibilities include:
  • Supervising section staff responsible for Children's Day Treatment including the development and interpretation of administrative rule, DHS 40 and Youth Crisis Stabilization Facilities, DHS 50.
  • Supervising section staff responsible for contract and grant management, including the CST Initiative, which blends funding sources across both block grants (i.e., Community Mental Health Block Grant and the Substance Abuse Prevention and Treatment) as well as Hospital Diversion, and other agency funding.
  • Overseeing the section's responsibility for providing technical assistance and information about children, youth and adolescent substance use and mental health treatment services and policies to a wide variety of partners with special attention to promotion of evidence-based treatment services.
  • Supervising administrative services provided to the Children Come First (CCF) Advisory Committee as outlined in Wisconsin Statute 46.56 for the oversight of the CST Initiative, and to the Children and Youth Committee of the Wisconsin Council on Mental Health.
  • Managing diverse statewide groups composed of staff representing other State agency representatives, treatment providers, families and private citizens who review and comment on policies related to both disciplines of mental health and substance use disorders as it relates to the promotion of mental health and treatment services.

Salary Information

The starting salary is between $43.00 and $48.25 per hour (approximately between $89,400 and $100,300 per year), depending on qualifications, plus excellent benefits. A 24-month career executive trial period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Human Services Supervisor and is in pay schedule and range 81/02.

Job Details

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee's headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience with mental health, substance use, or co-occurring treatment or support services for children and youth with severe emotional disturbance, mental health, or substance use challenges.
  • Experience, education, or training with evidence based or best practice in working with children and families with mental health and/or substance use challenges.
  • Experience in a leadership or management role (e.g., delegating and assigning work, monitoring workloads, mentoring and training, establishing work goals, leading team meetings or workgroups, etc.).
  • Experience with contract or grant administration (e.g., developing grant agreements or contracts, monitoring performance and compliance, providing fiscal oversight, measuring outcomes, etc.).
Well-qualified applicants will also have one or more of the following:
  • Experience with mental health systems of care and cross collaboration with multiple child-serving agencies at local and/or state level.
  • Experience with the oversight and administration of Wisconsin administrative rules and legislation.
  • Experience assessing and providing the training and technical assistance needs of partners in the provision of behavioral health programs.
  • Experience working collaboratively with peers and people with lived experience in the provision of behavioral health programs.
