Introduction

The Wisconsin Department of Natural Resources (DNR) is recruiting to fill a Safety, Risk and Emergency Management Section Manager vacancy within the Division of Internal Services. This Section has direct oversight responsibilities for the loss control and prevention for all the property assets and employees. The DNR's asset portfolio consists of approximately 2,800 buildings, 1,400 passenger vehicles, 250 pieces of heavy construction equipment, and numerous property-in-open assets within a real estate portfolio 1.6 million acres across the state. Additionally, and more importantly, these property assets are managed by over 3,600 full-time and part-time employees dedicated to outdoor recreation and natural resource conservation.

This positions workstation can be in any one of the six regional headquarter locations in the state (Fitchburg, Eau Claire, Spooner, Rhinelander, Milwaukee, or Green Bay) or at the department's central headquarters in Madison.

Remote work will be available for up to 60% of the workweek, after the initial onboarding period. This recruitment may also be used to fill future similar positions .

Position Summary

This position functions as the Manager of the Safety, Risk, and Emergency Response Section, reporting to the Deputy Division Administrator. During emergencies, this position may report directly to the DNR Secretary.

This position facilitates the development and administration of the department's safety, risk, and emergency management program. It is a supervisory position providing leadership, program management and direction to internal programs. The position administrates loss control, loss prevention, property liability, and worker's compensation programs through careful coordination of department program needs. Additionally, the position collaboratively works to inform and interpret safety, risk, and emergency efforts with external stakeholders such as sureties, federal agencies, and other state agencies during day-to-day operations and during emergencies.

The incumbent functions with a high degree of independence within the framework of laws, rules and general policy of the Division and State. This position provides policy guidance and technical advice on safety, risk, and emergency management matters and supervises the Safety, Risk, and Emergency Management Section staff; fosters and participates in statewide team management in the Division of Internal Services and provides department-wide direction working with all Division staff on issues related to safety and emergency operations.

Salary Information

Starting pay for this position is between $89,440 to $104,000 annually ($43.00 to $50.00 per hour). This position is included in the classification of Risk Management Manager within Pay Schedule/Range 81-02.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Travel: The geographic scope of work is statewide. The incumbent is required to travel throughout the state to attend various meetings, provide presentations, participate on teams, and address other issues.

Probation: A two-year Career Executive trial period may be required.

Remote Work: Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Qualifications

Required qualifications include experience in ALL of the following criteria:
  • Leading a team (e.g., overseeing the work of others, i.e., team building, motivating others, training/coaching/mentoring others, providing constructive criticism, etc.)

  • Developing and presenting information (such as orientation, recommending new or changing policy development, training to other programs on safety, etc.) in multiple communication styles including in writing and via presentations to the following groups:
    -expert/non-experts
    -executive level
    -entry level positions
    -across agency and/or organizational boundaries
    -internal & external stakeholders such as sureties, federal agencies, and other state agencies.

  • Developing and implementing policies, operational procedures, and/ or other organizational directives (such as manual codes, handbooks, technical guidance, etc.)

  • Education, training, or experience in Occupational, Health and/or Environment Safety, Risk Management or Emergency Management operations

In addition to the above , best-qualified applicants will also have a combination of the following:
  • Professional Level experience working directly in Safety, Occupational Health, Environmental Health, Risk Management, or similar related field.
  • Formal supervisory experience of multiple individuals (i.e., hiring, dismissing, performance evaluation, managing workflow, etc.)
  • Developing and implementing policies, operational procedures, and/ or other organizational directives (such as manual codes, handbooks, technical guidance, etc.) in a capacity (i.e., local, state, or federal government) which serves the public sector.
Experience working in a position of leadership/responsibility (e.g., providing guidance and direction, change management, strategic planning, etc.) serving a large, complex organization.
