Summary

The Buy America Program Manager will serve as FHWA's national expert on Buy America in developing and administering engineering policies and procedures, technical guidance, national expert technical program assistance, and leading the development and deployment of Buy America domestic preference requirements. The incumbent may also be responsible for developing and administering contract administration guidance for Federal-aid programs.

Duties

The Civil Engineer (Highway - Buy America Program) will:

  • Interpret and provide expert technical guidance concerning application of Buy America laws, regulations, and policies.
  • Develop national policy, standards, and guidance for highway contract administration-related programs.
  • Lead the development and implementation of appropriate guidance and resources for all FHWA staff to properly assess recipient's compliance with Buy America policies.
  • Lead the development and implementation of appropriate Buy America Waiver guidance and resources for all FHWA staff to properly assess their recipient's compliance with Buy America policies.
  • Analyze in-depth proposed changes of updating Buy America regulations and potential impacts to the agency and operations.


The ideal candidate is an experienced mid- to late-career professional with Buy America experience in the contract administration and construction of Federal-aid construction projects.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience for the grade. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume or you may be deemed ineligible.

For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:

  • Experience providing expert technical guidance by independently interpreting laws, regulations, and policy concerning application of Buy America requirements for Federal-aid highway construction projects; AND
  • Experience advising and collaborating in the resolution of deficiencies with Buy America compliance in contract administration and construction.


Although you must meet the mandatory education requirement, you cannot qualify for GS-12 and above grades based solely on education, you must meet the specialized experience, which is cited above for this grade.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.
  2. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  3. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement. Locations listed in this announcement are subject to change based on space availability.

It is possible to select a location that no longer has space available and, in that instance, the selecting office will not be able to move forward with placement. Given the nature of the ADL program, many locations are operating under desk share and a dedicated workspace is not always available.

PLEASE NOTE: Salary will be adjusted in accordance with the locality pay for the specific area.

Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations. Employees who are not eligible for relocation because they reside in one of the advertised locations may apply for positions in other advertised duty locations; however, if selected, they must move themselves to the locations at their own expense. Relocation may be available for applicants located outside of the advertised duty locations.

Positions under the ADL program have several unique requirements, such as remote supervision, the required signing of an ADL agreement, and possibility of increased travel.
